Provincial Health Office reiterates warning on the dangers of smoking

MARAWI CITY, Lanao del Sur, June 23 (PIA) --- The Integrated Provincial Health Office (IPHO) warned the public anew on the harmful effects of smoking.

“Smoking can cause a lot of diseases because a cigarette stick has over 4,000 chemicals in it,” said IPHO chief Dr. Alinader Minalang.

He said cigarette smoking causes, among others, cancers of the lung, skin and throat. It can also lead to higher healthcare expenses and productivity loss due to smoking-attributable diseases or deaths.

Experts say that ten Filipinos die every hour from smoking-related illnesses.

“That is why it is important to raise public awareness on the bad effects of smoking to encourage smokers to give it up,” Minalang said.

The IPHO chief meanwhile underscored the efforts of the government to discourage smoking.

He said the imposition of sin tax, which made cigarettes expensive, is proving to be effective because smokers now realized that they are losing big portions of their income to cigarettes.

Minalang is also optimistic that legislators will pass the law on graphic health warnings in cigarette packs. (APB/PIA-10)

ARMM provides free digital library to schools in the region

MARAWI CITY, Lanao del Sur, June 21 (PIA) - Thousands of students in the Autonomous Region in Muslim Mindanao (ARMM) will no longer have a hard time doing research work as the regional government provides Science and Technology Academic and Research-Based Openly Operated Kiosk Station (STARBOOKS), dubbed as the “library in a box,” to a number of schools in the region.

STARBOOKS, the latest project of the Department of Science and Technology (DOST), is a stand-alone research kiosk and a system designed especially for students who do in-depth research on science and technology resources.

DOST-ARMM Secretary Myra Alih said in the country only the ARMM government provides the STARBOOKS kiosks to the different schools for free.

“What makes the STARBOOKS unique and more useful is that people can access data needed even without internet connection,” she said.

Together with ARMM’s Department of Education, DOST-ARMM turned over Friday, June 20, a complete package of the science digital library to the ARMM Regional Science High School (RSHS) in Parang, Maguindanao.

The two agencies had earlier provided a similar package to the Racma Maniri Pimping National High School in Marawi City, making it the first recipient school of the project in the region.

“We are very glad that our school is one of the recipients of this science digital library, now we know we can compete with confidence with other schools in the country,” said Mike Castillon, a Grade 9 student at the ARMM RSHS.

The school’s principal, Myrna Lidasan, thanked the ARMM government for the help. “Now we really feel the presence of the ARMM government. We know this will bring more opportunities to our students and help them learn easier and faster.”

Meanwhile, ARMM Education Secretary Jamar Kulayan said they, together with the Basic Education Assistance for Muslim Mindanao (BEAM), plan to turn over a laboratory for physics, chemistry, biology and mathematics to the school within the month.

The ARMM RSHS is regarded as the center for excellence in science and in mathematics in the region and is the only school in ARMM that provides a subject on robotics. (Bureau of Public Information/PIA-10)

Lanao Sur Health Officer cites importance of healthy lifestyle

MARAWI CITY, Lanao del Sur, June 20 (PIA) --- Maintaining a healthy lifestyle is very important in the prevention of renal diseases.

Dr. Alinader Minalang, chief of the Integrated Provincial Health Office (IPHO), said the problem on renal diseases can be reduced if only people are practicing healthy lifestyle.

“Healthy lifestyle will lead to healthy kidneys,” he cited.

Minalang said the kidney is a vital part of the body because it regulates body fluids and is responsible for the excretion of toxins in the body.

“Once the kidneys stop working, toxins and fluids build up which can poison our body,” he further said.

To have healthy kidneys, Minalang said one should drink at least 8 to 10 glasses of water daily because water helps the kidneys remove toxins from the body.

“Eating a healthy diet, reducing the intake of salt, avoiding alcohol and smoking, and exercising regularly can also help in preventing kidney diseases,” he added.

Minalang also advised the public to undergo urinalysis at least once a year. He said it is the best way to detect kidney problems early.

Meanwhile, the IPHO in partnership with the local government of Wao conducted on June 18 a lay forum on renal health and medical outreach activity to raise awareness on the prevention of kidney diseases.

Minalang said free urinalysis and infection treatment were also provided during the medical outreach.

He said the activites were in line with the celebration of kidney month.

June of every year is being celebrated as National Kidney Month by virtue of Proclamation Number 184. This year, the theme of the celebration is “A Healthy Lifestyle Makes Your Kidneys Smile.” (APB/PIA-10)

IPHO Lanao del Sur urges public to continue practicing 4S against dengue

MARAWI CITY, Lanao del Sur, June 20 (PIA) --- The Integrated Provincial Health Office (IPHO) here urged the public to continue practicing the 4S strategies to combat the mosquito-borne viral disease, dengue.

Before dengue disease only increases during rainy season but now it is a year-round threat, thus, there is a need to reiterate the tested 4S to fight the disease, said IPHO chief Dr. Alinader Minalang.

The 4S stands for search and destroy, self protective measures, seek early consultation, and say no to indiscriminate fogging.

These strategies, he said, involve destroying all mosquito breeding sites, employing self protection measures such as wearing of long sleeves and pants and using insect repellent, and seeking early medical advise when the signs and symptoms of the disease are observed.

He said the fourth strategy is saying no to indiscriminate fogging because fogging may affect one’s health due to some chemicals. “Fogging is only advisable during an outbreak,” he added.

Minalang clarified that  dengue is not transmitted from person to person, it is spread through the bite of an Aedes mosquito infected with a dengue virus.

He also explained that a person who has had dengue fever once is possible to have the fever again because dengue virus has four types. “Infection in one dengue virus does not offer immunity to the other three types,” he said.

Meanwhile, the IPHO will continue to conduct school hopping activities to build greater public awareness on the preventive measures against dengue virus.

Minalang said their information drive is anchored on the theme “Sugpuin ang Dengue: Stop, Look and Listen, Aksyon Barangay Kontra Dengue (ABKD) Pagtibayin.”

“The theme is actually relaunching the four o’clock habit, the peak biting time of dengue-carrying mosquitoes. We have to stop whatever we are doing every four o’clock to look and destroy mosquito breeding grounds,” he said.

“We also have to listen to the advice of health professionals and local officials because they are more knowledgeable on how to prevent dengue,” he added.

Minalang further said they added the "ABKD Pagtibayin" to the theme to stress that dengue prevention is a community effort.

For the period January to June, this year, a total of 65 dengue cases have been registered in the province, lower than the 229 cases recorded in the same period in 2013.

Minalang said the drop in dengue cases can be attributed to the intensified information and education campaign on dengue prevention.  (APB/PIA-10)

Lanao del Sur execs declare commitment to strengthen DRRM

MARAWI CITY, Lanao del Sur, June 19 (PIA) --- Local chief executives (LCEs) in the province of Lanao del Sur expressed their commitment to further strengthen Disaster Risk Reduction and Management (DRRM) system in their respective localities.

The LCEs signified their commitment to build resilience not only in individuals and families but also in communities and institutions, as well as to ensure that the province can “build back better” from disaster along the areas of mitigation, response, rehabilitation and recovery.

As disaster managers, they accepted that they have much work to do in terms of integrating disaster risk reduction and climate change adaptation into their development policies, plans and programs.

The signing of strengthened commitment on the DRRM highlighted the Provincial Summit on DRRM held on June 10-11 at the Provincial Capitol Social Hall.

The two-day summit, organized by the Office of the Civil Defense of the Autonomous Region in Muslim Mindanao (OCD-ARMM) is intended to strengthen the significant roles and responsibilities of LCEs, to learn from the experiences of selected local DRRM offices, to identify challenges to agitate community-based DRRM solutions, and to institutionalize and implement knowledge in DRRM planning, tools, and protocols.

Provincial DRRM Officer Tatar Boriongan said LCEs are the lead authority in ensuring the integration of DRRM and climate change adaptation in local development and poverty reduction.

“Often enough, when disasters strike, the President or head of state comes in for criticism. This is understandable, as the President should take the lead in making sure that key policies, systems and funds are in place when natural disasters occur,” said OCD-ARMM Director Manuel Luis M. Ochotorena.

He however said that reserving the goals of disaster risk reduction and climate change preparedness only for the Office of President is short-sighted and self-defeating for it trivializes the capacity and responsibility of local officials to develop their own strategies in handling climate change.

He said local officials should have immediate access to what they need in times of disaster. They do not need the approval of the President to use equipment, logistics and money, be it for emergency rescues or long-term adaptation projects.

“As local officials, they have the responsibility to ensure that the people who voted for them are given all the assistance they need in cases disasters,” Ochotorena added. (APB/PIA-10)

10,000 Lanao del Sur teachers receive early pay

MARAWI CITY, Lanao del Sur, June 17 (PIA) --- About 10,000 public school teachers from this province flocked to the provincial capitol gymnasium Sunday, June 15, to receive their June salaries.

The distribution of checks for the salaries of teachers from Lanao del Sur and Marawi City Schools Division was led by Autonomous Region in Muslim Mindanao (ARMM) regional governor Mujiv Hataman and assisted by regional vice governor Haroun Alrashid Lucman Jr. and provincial governor Mamintal Adiong Jr.

Hataman said the release was made earlier in preparation for the Ramadhan or the fasting month.

Aside from the awarding of checks, the regional governor also relayed to the teachers that they can now avail of higher loanable amounts and retirement benefits from the Government Service Insurance System (GSIS).

He said the GSIS, Department of Budget and Management (DBM) and the ARMM government has recently signed and sealed a tripartite agreement to settle the premiums-in-arrears of almost 26,000 DepEd-ARMM employees.

Hataman said DepEd-ARMM and GSIS will soon issue guidelines on the requirements especially for those employees who have retired but have not received their retirement benefits.

With this development, the regional governor urged the teachers to also do their share and protect the interest of school children. “We are doing our best to protect your interest kaya sana gawin din ninyo ang lahat upang matuto at protektahan ang interest ng mga bata sa loob ng eskwelahan.”

Meanwhile, 82 recipients of ARMM’s “Iskolar ng Bayan” scholarship program, from the province also received their stipend for one semester on Sunday.

Under the scholarship program, full scholars will receive P10,000 while those with partial scholarship will receive P5,000 each per semester.

According to Department of Education in the region, the scholars were selected after undergoing one-on-one interview, comprehensive examination and careful deliberation. (APB/PIA-10)

ARMM marks Independence Day with release of scholarship stipends, tree planting

MARAWI CITY, Lanao del Sur, June 12 (PIA) --- The Autonomous Region in Muslim Mindanao (ARMM) marked the 116th Philippine Independence Day celebration today with the release of the initial stipend of at least 95 scholars and the planting of trees at a watershed in Maguindanao.

ARMM Governor Mujiv S. Hataman said the Filipino struggle for freedom lives on to this day and the leaders of our time must aspire to free people from what he considers to be the equivalent of colonialism and oppression – poverty, conflict, illiteracy and a host of other challenges to development.

At least 95 recipients of ARMM’s “Iskolar ng Bayan” scholarship program from Maguindanao received their stipend for this school semester, amounting to P10,000 each for those with full scholarship and P5,000 each for those with partial scholarship.

“We want to free these students and their family from poverty by helping ease the burden of college education,” he said.

One of the scholars, 22-year old Angeline Luna Ramos is pursuing a master’s degree on education at the Basilan State College after finishing her undergrad in the same school cum laude. She said her father’s income as a mechanic can barely support their family.

“He’s lucky if he can earn at least P1,000 in a week,” she said. “We are thankful to the ARMM government for the scholarship.”

ARMM settles P1B unpaid GSIS remittances of teachers

MARAWI CITY, Lanao del Sur, June 11 --- The Department of Education in the Autonomous Region in Muslim Mindanao (DepEd-ARMM) signed today a supplement memorandum of agreement (MOA) with the Department of Budget and Management (DBM) and the Government Service Insurance System (GSIS) to finally settle the P1 billion unpaid remittances of teachers in the region.

The DBM will pay state pension fund GSIS almost P1 billion in unpaid premiums, effectively adjusting the GSIS benefits of almost 26,000 teaching and non-teaching workers in ARMM.


DBM will pay GSIS about P900 million in cash, 30 days after the signing of the supplemental MOA, with the remaining P100 million to be paid over a period of one year.


ARMM Education Secretary Jamar Kulayan said the MoA supplements an earlier agreement signed in March 2004 to settle the unpaid premiums of 15,715 DepEd-ARMM employees.


With the payment, around 26,000 DepEd-ARMM employees can now expect higher loanable amounts and retirement benefits


"We have freed our teachers in service as well as those who already retired from the uncertainty of the full entitlement of their retirement benefit," said ARMM Governor Mujiv Hataman.

Hataman said the teachers can now look forward to a more comfortable retirement package from the GSIS.


"We have made clear to the teachers that this administration is fully dedicated to the promotion of their welfare with the expectation that this will increase their drive and determination to enlighten every Abdul and Fatima in every classroom in the region," the region's chief executive added. (Bureau of Public Information/PIA-10)

Transition commission presents highlights of draft Bangsamoro Basic Law

MARAWI CITY, Lanao del Sur, June 11 (PIA) --- Sector representatives here in the province were informed of the salient features of the proposed Bangsamoro Basic Law (BBL) by the Bangsamoro Transition Commission (BTC).

Talib Abdulhamid Benito, member of the BTC, discussed the important features in a forum dubbed “Presentation of the Highlights of the BBL” conducted by the Mindanao Civil Society Organizations Platform for Peace at the Academic Complex of the College of Law of Mindanao State University Main Campus on June 5.

Benito said the 97-page draft BBL is composed of 18 articles with 240 sections.

“Its preamble emphasized the basic principles upon which the BBL is based and the aspiration of the Bangsamoro people.  It contains the establishment of a justly balance Bangsamoro democratic society where everyone can leave in utmost peace, justice, freedom, equality and security,” he said.

He further said that Article I of the BBL states the name and the purpose of the Bangsamoro government while Article II, III and IV defines the Bangsamoro Identity, Territory, and General Principles and Policies, respectively.

The Powers of the Government, Intergovernmental Relations, Basic Rights, Bangsamoro Justice System, Public Order and Security, Fiscal Autonomy, Economy and Patrminony, and Rehabilitation and Development were provided under Article V to Article XIV of the draft BBL.

While provisions on Plebiscite and Bangsamoro Transition Authority (BTA) are provided under Article XV and Article XVI of the draft BBL, respectively.

Benito said BBL differs from Republic Act 9054 or the Organic Act for the Autonomous Region in Muslim Mindanao in terms of the government structure, the asymmetrical relationship between the Bangsamoro and the central government, control over inland waters and power generation, and the power to create offices such as COA, Bangsamoro Human Rights Commission, and Office on Muslim Affairs.

According to him, one notable feature in the BBL is the Bangsamoro justice system.

He said that under the framework agreement on the Bangsamoro, the parties have agreed to strengthen the Shariah court by upgrading its efficiency, operationalizing existing offices under existing law which have not been operational and expanding jusridictions over cases.

He also said that Shari’ah High Court, Shari’ah Judicial and Bar Council, Shari’ah Academy shall be created under the draft BBL.

However, he emphasized that the supremacy of the Shari’ah shall only be to Muslims.

The BTC was created on December 2012 by virtue of Executive Order No. 120 issued by President Benigno Aquino III to draft the BBL. The Commission was able to come up with a draft BBL and submitted it to the Office of the President for review and certification as urgent bill. The draft BBL will then be transmitted to the Congress for deliberation and enactment into law.

Meanwhile Executive Secretary Paquito Ochoa Jr. and BTC chair Mohagher Iqbal, said in a joint press statement that efforts have already been made to coordinate with the Senate and House leadership to ensure that the draft BBL is submitted to Congress when sessions resume in July.

“We acknowledge the urgency behind the immediate passage of the BBL. However, we also recognize that a thorough, extensive and comprehensive review of the draft law’s numerous provisions is a necessary part of the process to ensure that these are consistent with what the parties agreed upon in the 17 years of peace negotiation,” the statement said.

A plebiscite in the envisioned core territory of the Bangsamoro will be conducted once the BBL is passed. (APB/PIA-10)

OCD-ARMM holds DRRM summit in Lanao del Sur

MARAWI CITY, Lanao del Sur, June 10 (PIA) --- The Office of the Civil Defense in the Autonomous Region in Muslim Mindanao (OCD-ARMM) is conducting a two-day summit on disaster risk reduction management (DRRM) for local chief executives (LCEs) of the province. 

The two-day summit kicked-off this morning at the Provincial Capitol Social Hall and will conclude Wednesday, June 11.

OCD-ARMM Director and Regional DRRM Council Executive Director Manuel Luis Ochotorena said the summit aims to provide a venue for consultation on the major challenges and gaps in the implementation of DRRM system among local governments in the ARMM.

“ARMM has long struggle with problems on poverty, and poor places are considered the most vulnerable to disasters. We should not forget that ARMM is unique because we are not only affected by natural disasters but also with man-made disaster,” he said.

Ochotorena said the summit will highlight the roles and responsibilities of LCEs to enhance their capacities on DRRM system to establish more resilient communities amid imminent threats of disaster due to climate change and those that are man-made.

Also, the implementation of the Memorandum Circular on the allocation and utilization of Local DRRM fund will be discussed in the summit.

Lectures on earthquake and its hazard, Project NOAH, weather causing phenomena affecting the country, and climate change adaptation will also be presented in the summit.

The first day of the summit will be highlighted by the signing of declaration on the strengthened commitment on DRRM system among local government units (LGUs).

Workshops on reporting of actions regarding declaration of commitments to DRRM provincial level and 2015 DRRM plan and budget preparation will further be conducted during the second day of the summit.

There will also be sharing on the lessons learned from past disasters as well as of DRRM best practices and challenges. (APB/PIA-10)

Search is on for USAID internship program

MARAWI CITY, Lanao del Sur, June 9 (PIA) --- The recruitment for applicants to the United States Agency for International Development- Enhancing Governance, Accountability and Engagement (USAID-ENGAGE) internship program is now open.

 “The search for nominees to the Leaders for Enhanced and Accelerated Development, Engagement and Responsibility (LEADER) internship program is on, thus, we are encouraging our young generation here in the province to join the program, said Aliah P. Cali-Pascan, Municipal and Community Engage Officer (MCEO) in Philippine Information Agency (PIA) Ozor ka, Ranao! radio program.

LEADER aims to provide young people from conflict-affected communities in Mindanao an opportunity to avail of internships at the executive departments of the government.

“The internship will be held either at the Department of Interior and Local Government (DILG), Department of Finance-Bureau of Local Government Finance (DOF-BLGF) or Department of Budget and Management,” she said.

Accordingly, participants will learn first-hand how development planners formulate policies and programs on local governance, revenue administration and fund management, as well as proper and transparent utilization of local government resources during their three-month internship.

LEADER internship program is open to recent college graduates of universities and colleges in regions 9, 12 and the Autonomous Region in Muslim Mindanao (ARMM) who have the potential to assume leadership positions in business and government within their respective communities.

Applicants must be currently holding residency in Region 9, 12 or ARMM; not more than 29 years of age at the time of internship; and willing to share the knowledge and experience acquired during the internship to promote good governance and transparency.

Upon return to his/her community, he/she should also support a more participatory and accountable process in local government planning and budgeting.

Meanwhile, a Bachelor’s degree in Accountancy, Business Administration, Social Sciences, Political Science or Law from any college or university in Region 9, 12 or ARMM will be an advantage.

Interested applicants must submit a complete CV/bio-data; certified true copy of official transcript of records from the university/college attended; NBI and police clearances; at least two letters of recommendation from current or former university faculty and/or individuals who have supervised him/her in a work setting; and two essays focusing on goals and governance issues.

The first essay should be in 400-500 words describing the applicant, his/her goals in life and plans on how he/she can help the community, while the second essay should be approximately in 1,000 words describing any governance-related issue in the community and how the applicant can help address the issue.

The requirements must be submitted to Dr. Macabangkit P. Ati, MSU LEADER Coordinator, Institute for Local Governance, 2/F Mamitua Saber Research Center, Mindanao State University Main Campus, Marawi City.

ENGAGE project expands area of coverage in Lanao del Sur

MARAWI CITY, Lanao del Sur, June 6 (PIA) --- The Enhancing Governance, Accountability and Engagement (ENGAGE) project which started here in the city has now extended to two other municipalities in the province.

“We launched the ENGAGE project in Taraka town on May 27 and in Balindong on May 28,” said Nadia Mocsana, Municipal and Community Engage Officer (MCEO) during PIA’s Ozor ka, Ranao! radio program.

She said the primary purpose of ENGAGE project is to improve peace and stability in conflict-affected areas in Mindanao by improving service delivery of local governments and strengthening their capacity, transparency and accountability.

Supported by the Unites States Agency for International Development (USAID), she said ENGAGE project also seeks to increase the involvement of citizens in governance through civic education, civil society strengthening, and promotion of participatory mechanisms.

Mocsana said one of the service gaps that they have identified for Taraka is youth development. “We will soon conduct youth assembly and consultation to come up with a youth development agenda which we will lobby to the town mayor for inclusion in their local development plans,” she further said.

On the other hand, service delivery identified for Balindong included capability programs on livelihood and peace and order.

“We will also assist them in developing a peace mechanism or an integrated community public safety plan that will serve as their guide in times of disasters like earthquake or family feuds, among others,” Mocsana added.

ENGAGE project is currently providing technical assistance to the Marawi City government for its ecological solid waste management (ESWM) program.

The ESWM program was launched by the city government on April 15, this year.

Mocsana said ENGAGE project is helping the Marawi City ESWM Board and TWG in creating special task forces (TF) to attain a maximum participation for the implementation of the city’s integrated ESWM program.

To date, three “basura busters” TF has been organized through the assistance of ENGAGE project. These are the Padian (market) TF, Lanao del Sur Electric Cooperative (LASURECO) TF and the Mindanao State University (MSU) TF.

Public education on Bangsamoro continues in Marawi City

MARAWI CITY, Lanao del Sur, June 3 (PIA) --- In a bid to deepen public’s understanding on the Bangsamoro entity, public school teachers and city government officials gathered on Sunday, June 1, here for an education forum on Bangsamoro Basic Law (BBL).

The education forum on BBL was organized by the Marawi City Schools Division as part of public school teachers first day of service for school year 2014-2015.

Schools Division Superintendent Mona A. Macatanong said the gathering was intended to expand the knowledge and awareness of public school teachers on the BBL.

“As  agents in the educational system, our teachers should be aware and informed on the changes in the government, they should learn what the comprehensive agreement on the Bangsamoro (CAB) is all about and how it will be implemented,” she said.

During the forum, former assemblywoman Samira Gutoc-Tomawis discussed the legal basis of the CAB. She also gave an overview on how the proposed Bangsamoro government will run through, and the benefits of the ministerial form of government.

Atty. Padoman Paporo, president of the Philippine Muslim Women Council, on the other hand tackled the difference between the Tripoli agreement and the CAB.

Meanwhile, City Mayor Fahad Salic commended the Marawi City Schools Division in initiating the forum.

Underscoring the importance of unity, the city mayor also called on the teachers to remain united and work collectively toward a better educational system for city constituents. (APB/PIA-10)

ARMM implements P2-B dev't projects in conflict-stricken areas

MARAWI CITY, Lanao del Sur, June 4 (PIA) --- More than P2 billion worth of development projects is being implemented by the Autonomous Region in Muslim Mindanao (ARMM) to help foster peace and reduce poverty in some of the conflict-affected communities in the region through the Payapa at Masaganang Pamayanan (Pamana) program.

Dong Anayatin, PAMANA-ARMM program manager, said PAMANA is intended to contribute to lasting peace in the region through poverty reduction and the improvement of local governance.

He said PAMANA also promotes social cohesion to capacitate residents in conflict-stricken areas.

The program includes livelihood projects being provided by the region’s Department of Social Welfare and Development (DSWD) in at least 386 barangays and construction of roads and infrastructures being undertaken by ARMM’s Department of Public Works and Highways (DPWH).

The ARMM government, Anayatin said, is hoping to increase livelihood and job opportunities in the region and intensify community participation in the pursuit of peace and development.

The program was initially handled directly by the Office of the Presidential Adviser on the Peace Process (OPAPP) when it was first introduced in the ARMM in 2011. 

Last year, the ARMM government officially took over the management of PAMANA projects that are being implemented in the region.

“We regularly conduct focus group discussions with local leaders and the program’s steering committee to assess the needs of recipient communities,” said Anayatin.

PAMANA projects are being implemented in mostly Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF) communities.
