MARAWI CITY (PIA) — The Office of Civil Defense in the Bangsamoro Autonomous Region of Muslim Mindanao (OCD-BARMM) and the Lanao del Sur Provincial Disaster Risk Reduction and Management Office (PDRRMO) held an Incident Command System (ICS) Executive Training Course for 37 members of the PDRRM Council on April 7 to enhance coordination among agencies during emergency situations.

ICS is a standardized system used for managing emergencies, providing a coordinated approach that integrates all parties involved in DRRM.

PDRRMO Head Shaminoden M. Sambitory said the ICS training is structured into Levels 1 through 4, with the executive course focused on ICS overview and terminologies. This ensures that local officials, department heads, and council members understand the basics of ICS and their roles during emergencies.

“It is crucial to capacitate them to ensure there is no duplication of efforts. In ICS, we aim to prevent situations where services are not provided or responses are duplicated. These are key areas we prioritize to ensure effective emergency management,” Sambitory said.

According to Sambitory, the province’s geography poses challenges in coordination and communication during emergencies. Some areas lack signal, necessitating the use of two-way radios as alternatives for communication.

“Because of this, there is a delay in terms of information dissemination. But we are always trying to adopt alternative ways of disseminating information and getting reports from our areas,” he added.

Sambitory also underscored the importance of continuous training to enhance the province’s emergency preparedness. To support this, the PDRRMO has planned a series of capability-building activities, including a second batch for the ICS executive course and advanced ICS training (Levels 1-4).

Other specialized courses for responders include Hazardous Material (Hazmat) Training, Water Search and Rescue (WASAR), Urban Search and Rescue (USAR), and First Aid and Basic Life Support. (APB/PIA-10/Lanao del Sur)

Lanao Sur farmers receive support to boost productivity

MARAWI CITY (PIA) — Farmers in Lanao del Sur expressed their appreciation for the vital support they received for their agricultural and livestock operations. Through the Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) of the Bangsamoro government, they received a warehouse, solar dryer, and livestock shelters, aimed at enhancing their productivity.

The Farmers’ Cooperative in Barangay Amaiditimbang, Masiu town, was granted a warehouse for crop storage and a solar dryer to improve post-harvest processes. Cooperative member Najer Ali thanked the Bangsamoro Government for providing these facilities, emphasizing their importance, particularly during harvest seasons.

“For a long time, we struggled with inadequate storage and drying facilities. Now, we have a proper warehouse and solar dryer that will help us preserve and process our crops efficiently,” Ali said.

The cooperative also received a cattle shed to protect livestock during extreme weather conditions.

Omelhair Gandamato, another member, expressed gratitude for the shelter, which will support their livestock project.

“We are very grateful because we not only received cattle from MAFAR, but they also provided us with a proper shelter for them. This will ensure that our cattle are well-protected, especially during the rainy season,” Gandamato said.

The Tabay Coconut Farm Producer Cooperative in Barangay Budas, Balabagan town, also received a goat shed to support their goat farming project.

These efforts are part of MAFAR’s ongoing efforts to strengthen agriculture in the Bangsamoro region by improving productivity, reducing post-harvest losses, and promoting sustainable farming practices.

Marawi Compensation Board continues to assist siege victims, releases P1.18B

MARAWI CITY, Lanao del Sur (PIA) — To fulfill President Ferdinand Marcos Jr.’s directive to expedite the compensation process for victims of the 2017 Marawi siege, the Marawi Compensation Board (MCB) distributed P75,612,598.32 to 40 claimants, March 20.

This brings the total funds disbursed to P1,187,041,105.48, benefiting 713 claimants.

During the payout, claimant Yusoph expressed relief after years of waiting: “Alhamdulillah kasi naabutan namin yung matagal naming hinihintay. We’ve been waiting actually for how many years and finally dumating na,” he said.

(Praise be to God that we finally got what we’ve been waiting for. We’ve actually been waiting for how many years, and it has finally arrived.)

Though there were some delays, Yusoph is thankful for the creation of MCB, which enables them to receive what they are rightfully entitled to.

Rawia, another claimant, also expressed gratitude despite the delays: “Masaya kami, kahit matagal naming hinintay ito, nauunawaan namin. Sa totoo lang, hindi ito lubos na sapat para sa lahat ng nawala, pero Alhamdulillah, nagpapasalamat pa rin kami. At least kinilala nila ang aming hinaing,” she said.

(We’re happy, even though we’ve waited a long time for this, we understand. Honestly, it’s not fully enough for everything we lost, but Praise be to God, we’re still thankful. At least they acknowledged our concerns.)

She added that the funds will be used wisely for home repairs.

The compensation is governed by Republic Act No. 11696, the Marawi Siege Victims Compensation Act of 2022, which provides cash assistance for death claims and compensation for property damages. Death claims are eligible for P350,000, while compensation for destroyed homes is based on construction materials used.

Those with totally destroyed homes will receive P18,000 per square meter for concrete, P13,500 for mixed concrete and wood, and P9,000 for light or pure wood. For partially damaged homes, owners will receive P12,000 for concrete, P9,000 for mixed concrete and wood, and P6,000 for light or pure wood.

Marawi Compensation Board welcomes new chairperson

MARAWI CITY (PIA) — Lawyer Moslemen T. Macarambon Sr. assumed as the chairperson of the Marawi Compensation Board (MCB) following a turnover ceremony on Tuesday, March 25.

Macarambon Sr., a former regional trial court judge and Commission on Elections commissioner, took on the role with a focus on advancing the MCB’s objectives.

In his acceptance speech, Macarambon Sr. acknowledged the challenges ahead and reaffirmed his commitment to ensuring the continuation of the compensation process.

Prior to his appointment as chairperson, Macarambon Sr. served as a member of the MCB.

Outgoing chairperson Attorney Maisara C. Dandamun-Latiph, appointed by President Ferdinand R. Marcos Jr. in January 2023, played a key role in strengthening the MCB’s mandate to facilitate compensation for those who lost residential and commercial properties, as well as loved ones, during the conflict.

Under her leadership, the MCB has released a total of P1,443,712,772.10 to 848 claimants.

In her farewell address, Dandamun-Latiph expressed confidence in the new leadership and emphasized the importance of continuing the compensation process.

Marawi Compensation Board distributes P919-M to siege victims

 

MARAWI CITY, Lanao del Sur (PIA) — The Marawi Compensation Board (MCB) has now disbursed a total of P919,416,092.46 in compensation to victims of the 2017 Marawi Siege, with the latest payout of P77,528,135.04 on March 11 benefiting 54 eligible claimants.

Created under Republic Act 11696, the MCB was established to provide financial compensation to individuals and families who suffered damages during the Marawi Siege. Since its formation, the Board has approved claims totaling P2,297,930,807.34, aiming to restore the losses and hardships faced by those affected by the conflict.

 

In a recent appearance on the Bagong Pilipinas Ngayon program, MCB Chairperson Maisara Dandamun-Latiph assured the public that with continued support from the national government, the Board is expediting the compensation process and improving its efficiency.

 

Meanwhile, the latest distribution has brought significant relief to claimants who have been awaiting financial assistance. One of the recipients, Zai, a structure claimant, expressed her gratitude for the compensation, which enabled her to rebuild her home.

 

“Alhamdulillah! Dumating din yung blessings galing kay Allah. Nagpapasalamat din kami dahil maayos na rin ‘yung bahay namin. Malaking tulong talaga ang MCB para kahit papaano ay mabawi namin ang nasira o nawala sa amin. Maraming salamat sa Gobyerno at nabuo nila ang MCB para tulungan kaming biktima ng siege,” said Zai.

Marawi receives new equipment to improve waste management

MARAWI CITY, Lanao del Sur (PIA) — The Bangsamoro Ministry of Environment, Natural Resources, and Energy (MENRE) handed over an Enviro-Asher unit to the local government unit (LGU) of Marawi on March 3 to support the LGU’s waste management efforts.

 

This marks the second installation of the waste reduction technology, following its deployment in Cotabato City in February.

 

The Enviro-Asher is a non-combustion waste reduction equipment that utilizes advanced technology to minimize waste volume without relying on external power sources such as diesel or kerosene.

 

“With the first unit deployed in Cotabato City, providing another Enviro-Asher to Marawi City marks a major step toward reinforcing sustainable waste management across our communities. This initiative underscores our unwavering commitment to a cleaner and healthier Bangsamoro,” said MENRE Minister Akmad A. Brahim.

 

According to data from the Department of Environment and Natural Resources (DENR), Marawi City generates approximately 27.8 percent of Lanao del Sur’s daily solid waste, totaling about 148 tons per day. The Enviro-Asher is expected to reduce this waste load by providing a more efficient waste disposal method.

 

Sadiq Mohamad, director of the LGU Marawi Project Management Office, expressed gratitude for the new technology. He stated that with MENRE’s support, LGU Marawi is better prepared to address its waste management challenges.

 

He also emphasized the LGU’s commitment to sustainability and the need for continuous innovation in waste management for the benefit of future generations.

MARAWI CITY, Lanao del Sur (PIA) — Internally displaced persons (IDPs) in Marawi City have expressed relief over the Bangsamoro Government’s Marawi Rehabilitation Program (MRP) water rationing project.

The project, set to provide 120,000 liters of potable water to 2,370 households across 15 transitory shelters over the next ten months, aims to address water scarcity and reduce financial burden on families.

Faisal Aragasi from the Boganga shelter said the water supply is a big help to their community. Previously, many IDPs had to purchase water, but the project allows for more affordable access, easing daily difficulties.

“We are grateful for the assistance from BARMM, especially the water supply. In return, we will assist MRP in ensuring the organized and fair distribution of water in our shelter,” Aragasi said.

The project supplements BARMM’s water rationing efforts in eight permanent shelters, which have been serving 1,680 households since 2022.

As the Ministry of Social Services and Development (MSSD) prepares to complete its water rationing efforts at the Sagonsongan Shelter, this new initiative guarantees continued water access for those in need.

Army urges security reclassification of Lanao Sur towns

 

MARAWI CITY, Lanao del Sur (PIA) — The Philippine Army, through the 103rd Infantry Brigade (Bde), recommended the threat reclassification of three municipalities in Lanao del Sur to address rising security concerns ahead of the upcoming elections.

During the Provincial Peace and Order Council (PPOC) and the Provincial Anti-Drug Abuse Council (PADAC) first quarter joint meeting, Col. Noel Ian Ignes, commander of Task Force Marawi and office-in-charge of 103rd Bde, presented the proposed changes in security classifications, highlighting the need for heightened measures in certain areas due to ongoing violence and historical incidents of election-related unrest.

Specifically, the municipality of Taraka is proposed to be upgraded from a yellow to a red category following a recent strafing incident. Sultan Dumalondong is recommended to move from orange to red due to its history of election-related violence, including shootings. Lumbayanague is also recommended for an upgrade from yellow to orange because of intense political rivalry contributing to frequent violence.

In December 2024, the Provincial Joint Peace and Security Coordination Committee (PJSCC) identified varying levels of concern across the province. As part of their assessment, 18 municipalities were classified as “red” (areas of grave concern), due to a history of intense violence, such as shootings, grenade attacks, and indiscriminate firing. Nine (9) municipalities have been placed in “orange” category (areas of concern), while nine (9) municipalities were classified as “yellow” (areas of potential concern) due to sporadic election-related conflicts. Only seven (7) municipalities have been placed in the “green” category, reflecting peaceful and stable conditions.

“Marawi City was categorized as an area of grave concern due to reported incidents of commotion from parties, election-related shooting incidents, and grenade-throwing. The city was also placed under COMELEC (Commission on Elections) control during the previous election. The seventeen municipalities classified as areas of grave concern have a history of intense political violence and election-related incidents such as shootings, indiscriminate firing, and ballot snatching, with seven of these municipalities being placed under COMELEC control in the previous election,” said Ignes.

Meanwhile, the seven (7) municipalities identified as areas of concern were due to their history of intense political rivalries and election-related incidents. In comparison, nine (9) municipalities were categorized as areas of potential concern due to a history of political rivalries and election-related incidents like fistfights.

The Army also proposed several actions such as collaboration with the provincial COMELEC, police, and local government units to ensure heightened security measures in at-risk municipalities. For municipalities in the “red” category, the Army recommended COMELEC control in eight municipalities, allowing the Commission to directly manage election security. Furthermore, quick reaction forces with armed assets should be deployed in 10 municipalities to ensure immediate response capabilities to any incidents.

The 103rd Bde has set up three Election Monitoring Action Centers (EMACs) across the province to coordinate efforts, monitor developments, and enable quick deployment of security forces when necessary. The provincial EMAC is based at the Kampo Ranao headquarters in Marawi City, while the sub-provincial EMAC for the first district is in Barangay Ragayan, Poona Bayabao, and the sub-provincial EMAC for the second district is in Barangay Liong, Bayang. Lanao Sur police intensify operations against loose firearms

MARAWI CITY, Lanao del Sur (PIA) —The Lanao del Sur Police Provincial Office (LDSPPO) is ramping up its efforts against loose firearms to reduce shooting incidents and other election-related violent activities.

These efforts include increased checkpoint and chokepoint operations to control the possession and use of illegal firearms, according to Police Major Santos L. Monares, chief of the LDSPPO Operation Unit.

“The province’s peace and order situation remains generally peaceful but volatile due to the presence of armed groups, clan conflicts, and political tension,” he said during the Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) first quarter joint meeting on March 5.

Citing past elections, Monares said shooting incidents could become a major concern in the province, especially during this year’s national and local elections, and the first Bangsamoro parliamentary election.

From January to February of this year, the LDSPPO recorded 20 shooting incidents, a 20 percent increase compared to the 16 incidents reported during the same period in 2024. The most recent incident occurred on February 26, resulting in the death of Abdulazis Aloyodan, the former mayor of Lumbaca-Unayan town.

In addition to checkpoint operations, the LDSPPO is addressing clan conflicts to prevent further escalation by collaborating with local government units, traditional leaders, and the Armed Forces of the Philippines, to facilitate or encourage “rido” settlements.

Meanwhile, the LDSPPO has outlined its election deployment plan, which involves 1,483 personnel. The deployment includes 41 election monitoring centers and 240 polling centers. Marawi hospital now PhilHealth-accredited for heart bypass surgery

MARAWI CITY, Lanao del Sur (PIA) — Patients needing coronary artery bypass graft (CABG) surgery can now access the Z-Benefit Package at Amai Pakpak Medical Center (APMC), following a memorandum of agreement (MoA) between APMC and the Philippine Health Insurance Corporation in the Bangsamoro Autonomous Region in Muslim Mindanao (PhilHealth-BARMM) on March 3.

The CABG Z-Benefit Package provides eligible members up to 550,000 pesos in coverage, including medicines, laboratory tests, operating room fees and professional fees.

“With the opening of APMC’s Heart Institute in August 2023, and now the Z-benefit accreditation for CABG, APMC is on its path to becoming a regional apex multi-specialist center in Mindanao,” said Datu Masiding M. Alonto Jr., PhilHealth-BARMM regional vice president.

Alonto said the MoA strengthens the partnership between APMC and PhilHealth. He also announced a new PhilHealth circular for Z-Benefit Packages covering open-heart surgeries, aiming to address the high cost of such procedures.

“Open-heart surgeries are some of the most costly operations causing extreme financial burden to Filipinos,” Alonto said. “It is therefore necessary that the support value for open-heart surgeries and other high-cost medical procedures and diseases be increased.”

Dr. Shalimar Sani-Rakiin, APMC chief, said the agreement reflects a shared commitment to accessible healthcare in Mindanao. She said the accreditation fulfills APMC’s goal of providing life-changing treatment.

Rakiin acknowledged the Philippine Heart Center (PHC) and Northern Mindanao Medical Center (NMMC) for their guidance. She also thanked PhilHealth-BARMM.

“Your dedication to making healthcare more accessible and inclusive is a powerful force in bridging the gaps in medical services,” Rakiin said.

Dr. Ali T. Macatanong, head of the APMC Heart Institute, encouraged patients in Lanao del Sur and nearby provinces to use the CABG Z-Benefit Package. PSA outlet in Marawi enhances access to vital documents for Lanao Sur residents

MARAWI CITY (PIA) —The Philippine Statistics Authority (PSA) has launched a new Civil Registry System (CRS) outlet in Marawi City, aimed at improving access to essential civil registry documents for residents of Lanao del Sur and nearby towns within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The ceremony, held at the PSA Lanao del Sur Provincial Office on February 26, was led by Deputy National Statistician Clemente S. Manaog. He highlighted the importance of the new CRS outlet in meeting the growing demand for easier access to civil registry documents, such as birth, marriage, and death certificates, which are crucial for various personal and government-related transactions.

“We responded to that need of our kababayans dito sa Lanao del Sur, sa Marawi, specifically in BARMM – the need for documentation. Because sa ngayon hindi tayo pwedeng gumalaw na wala tayong documentation. Kaya sabi natin, dapat kung kukuha ang ating mga kababayan ng kanilang dokumento para gamitin sa kanilang transakyon, gawin natin itong mas madali at mas mura, pero yung integridad o kredibilidad ng dokumento ay totoo at maaasahan,” he said.

Manaog reflected on the evolution of the civil registry process, noting that before the year 2000 when PSA was still the National Statistics Office (NSO), civil registry requests were processed manually with physical folders. Citizens had to travel to Manila to access essential documents, which was costly and time-consuming, especially for those in remote areas.

He also emphasized the advancements brought about by PSA’s digitalization project, which has transformed the agency from handling paper-based records to managing 197 million digital records, including birth, marriage, and death certificates. These records are now securely stored and accessible through a centralized digital system, allowing citizens across the country—and even overseas—to request and receive their civil registry documents without traveling to the PSA main office in Manila.

“Kung ang iyong record ay nadigitalize namin, nailagaynamin ito sa aming database, pwede ka nang magrequest dito sa Marawi City. Ang dokumentong iyon ay tatanggapin kahit saan mo ito gamitin. Kasi ano ang makukuha mo sa Manila or sa ibang outlet, yun din ang makukuha mo dito sa Marawi City. Ganyan kahalaga dahil ang layunin natin ay gawing madali at mailapit ang serbisyo ng gobyerno sa ating mga kababayan,” Manaog said.

Nor-ain M. Magadapa from Ditsaan Ramain shared her positive experience with the CRS outlet in Marawi. She explained that she learned about the outlet while in Iligan City for an appointment, where she encountered issues with her documents. She was advised to visit the Marawi CRS outlet for assistance.

“Alhamdullillah, kasi yung experience ko dito sa Marawi CRS outlet ay smooth naman at lahat ng mga staff dito ay approachable and kind,” she expressed.

MARAWI CITY (PIA) — The opening of the new Civil Registry System (CRS) outlet in Marawi City has received strong support from local government officials who recognize the facility’s positive impact on public service delivery. Officially opened on February 26, the outlet is expected to benefit not only the people of Marawi but also residents from nearby municipalities in Lanao del Sur.

Norombae Manalocon-Sumandar, Vice Mayor of Piagapo, commended the decision to locate the CRS outlet in Marawi City as part of the government’s ongoing efforts to make public services more accessible.

“The opening of the CRS outlet significantly forms part of the government’s policy on bringing public service closer to the people,” said Sumandar.

Marjorie Ann Sani, planning officer representing Governor Mamintal A. Adiong Jr., emphasized the CRS outlet’s importance in improving government service delivery.

“For many years, securing birth, marriage, and death certificates has been challenging for many of our constituents. The need to travel far, endure long lines, and overcome bureaucratic hurdles has made what should be a simple task into a difficult burden. But today, with this new CRS Outlet in Barangay Datu Saber, Marawi City, we are taking a giant leap forward in making these services closer to the people,” she said.

Engr. Sadick Mohamad, Project Management Director from the Office of the City Mayor, who represented Marawi City Mayor Majul Gandamra, spoke about the broader vision behind the outlet’s establishment. He highlighted that the project is part of a larger plan for a modern, digital, and responsive civil registry system.

“By embracing technology and innovation, we streamline processes, reduce wait times, and safeguard against fraud or errors, ultimately ensuring the integrity of the system and the rights of every citizen,” he said.

He also noted that the CRS outlet brings government services closer to the people, offering a more accessible and user-friendly way to obtain essential documents.

“The outlet provides an easier path for many to secure their civil records for personal, work, travel, or legal purposes,” he added.

Local government representatives thanked the PSA for collaborating and making the CRS outlet in Marawi a reality. PSA brings civil registration services closer to Lanao Sur communities

MARAWI CITY (PIA) — The opening of the Civil Registry System (CRS) Outlet in Lanao del Sur brings civil registration services closer to its residents and nearby areas. This long-awaited facility aims to address the residents’ logistical challenges in securing vital documents such as birth, marriage, and death certificates.

During the launch, Engr. Akan G. Tula, OIC Regional Director of the Philippine Statistics Authority (PSA) in the Bangsamoro region, emphasized the outlet’s role in improving access to civil registration services.

“This outlet represents a milestone in our collective efforts to make civil registration services efficient and accessible. For years, residents coped with long and expensive trips just to secure necessary documents. Now, they no longer have to endure such hardships,” he said.

Tula explained that Marawi City was selected as the location for the outlet due to its central position in the province, enabling it to serve both Marawi City and neighboring municipalities.

He also pointed out that the CRS outlet would reduce the need for residents to travel to distant cities like Iligan or Cotabato, which often involved high transportation costs.

“Pag galing ka ng Bayang, or galing ka ng Kapatagan, pupunta ka pa ng Iligan, o bababa ka pa ng as far as Cagayan de Oro, or bababa ka pa ng as far as Cotabato City. It really required pamasahe papunta ng Iligan,” he added.

Tula further noted that establishing CRS outlets is part of PSA’s ongoing effort to improve civil registration services and promote inclusivity.

“Civil registration is the backbone of governance, ensuring that every birth, marriage, and death is properly recorded, allowing individuals to access their rights and opportunities. With this facility, we streamline the process and foster inclusivity,” he said.

Mohammadali R. Alonto, OIC-Chief Statistical Specialist of PSA Lanao del Sur, expressed his appreciation for the efforts behind the CRS outlet.

“The opening of this Civil Registration System outlet in Lanao del Sur and Marawi City is more than just completing a physical structure. It stands as a powerful symbol of accessibility, efficiency, and inclusivity in civil registration services,” he said.

He also noted that the launch coincides with Civil Registration Month, a time dedicated to raising awareness about the importance of civil documents in securing identity, rights, and opportunities.

New PNP personnel carriers vital for enhancing safety, security in Lanao del Sur, says DBM chief

MARAWI CITY (PIA) — Secretary Amenah F. Pangandaman of the Department of Budget and Management (DBM) underscored that the turnover of new police personnel carriers to the Philippine National Police (PNP) in Lanao del Sur is vital in ensuring a safer and more secure environment for citizens in the province and neighboring areas.

In her message during the ceremonial turnover held at the Marawi Convention Center, Pangandaman emphasized that the new 4×4 all-terrain vehicles would enhance the ability of law enforcement to quickly respond to emergencies and strengthen their presence across the province, particularly in areas where access can be challenging due to terrain and weather conditions.

“Sa pamamagitan ng mga vehicles na ito, mas mapapaigting natin ang pagpapatupad ng mandato ng ating mga kapulisan na itaguyod ang kapayapaan, kaayusan at kapakanan ng bawat bayan,” she said.

A total of 40 vehicles were officially handed over to the Police Regional Office Bangsamoro Autonomous Region (PRO BAR) on February 20. These vehicles will be distributed to Marawi City and the 39 municipalities within Lanao del Sur, ensuring that police forces are better equipped to serve and protect the local communities.

Police Brigadier General Romeo J. Macapaz, Director of PRO BAR, accepted the vehicles on behalf of the PNP, expressing gratitude for the continued support and commitment from the national government to enhance the region’s law enforcement capabilities.

Sharing a lighthearted comment about the popular joke of police arriving late to emergencies, the Budget Chief expressed confidence that with the new vehicles, the police would now be able to respond more promptly, ensuring the safety and security of the communities.

“It is our fervent hope that these PNP vehicles will further help in ensuring the welfare of our people by increasing police visibility, lowering crime rates, and responding to emergencies,” she added.

Pangandaman, who hails from Lanao del Sur, expressed her personal connection to the province and its people, noting that this initiative would greatly impact her hometown and neighboring municipalities. Lanao del Sur receives new patrol cars to reinforce security operations

MARAWI CITY (PIA) – The Philippine National Police (PNP) turned over 41 new patrol vehicles to the Police Regional Office-Bangsamoro Autonomous Region (PRO-BAR), marking a significant milestone in improving the mobility and operational readiness of law enforcement in Lanao del Sur.

The vehicles, which are all-terrain 4×4 personnel carriers, were procured with the support of the Department of Budget and Management (DBM).

The official turnover ceremony, held on Thursday, February 20, at the Marawi Convention Center, was graced by Budget Secretary Amenah Pangandaman, who underscored the importance of the new vehicles in strengthening public safety and promoting the well-being of communities in the region.

In her speech, Pangandaman highlighted that procuring these all-terrain vehicles was a vital step towards ensuring the people’s safety, particularly considering the frequent afternoon rains in the province.

“Sa pamamagitan ng mga vehicles na ito, mas mapapaigting natin ang pagpapatupad ng mandato ng ating mga kapulisan na itaguyod ang kapayapaan, kaayusan at kapakanan ng bawat bayan. These PNP personnel vehicles will be distributed here in Marawi City and to all other local government units and municipalities here in Lanao del Sur,” she said.

Pangandaman also cited President Ferdinand R. Marcos Jr.’s message, emphasizing that a unified commitment to protecting the public and upholding the rule of law is key to achieving a secure and empowered “Bagong Pilipinas.”

She hoped that the new patrol vehicles would help increase police visibility, reduce crime rates, and enhance response capabilities during emergencies.

“Malaking blessing ito para sa amin para magampanan namin ang aming tungkulin. Higit sa lahat, kailangan talaga namin ito ngayong eleksyon para mesecure natin ang ating komunidad at maramdaman na present kami, visible kami. May eleksyon man o wala, nandiyan ang presensya namin,” she expressed.

Bacolod Kalawi police chief pledges vigilance amid ‘Yellow’ status for 2025 polls

MARAWI CITY (PIA) — Police Captain Esnairah Lucman, Chief of Police (COP) of Bacolod Kalawi town in Lanao del Sur, reassured the public of the police force’s readiness to ensure safety and security in the community, despite the area being categorized under the yellow security status.

Lucman emphasized the importance of remaining vigilant, especially in a time when tensions are high due to upcoming elections.  “Walang immediate concerns, pero hindi pa rin tayo nagbibigay ng kumpiyansa. Bagama’t nasa kategorya ng yellow (ang Bacolod Kalawi), mainam na maselan tayo sa pag-obserba sa komunidad para responsive tayo,” she said.

(There are no immediate concerns, but that does not give us a reason to be complacent. Although Bacolod Kalawi is in the yellow category, it is best to remain vigilant in observing the community so that we can be responsive.)

Lucman highlighted the unpredictability of crime, especially with election-related tensions. She emphasized the importance of a visible police presence to help residents feel safe and secure.

As such, the COP expressed her gratitude for the new mobile patrol units provided to the police force. “Mayroon na kaming existing mobile patrol, pero dahil matagal na naming ginagamit, may mga (kailangang) i-repair din. Kaya malaking blessing sa amin na nabiyayaan ulit kami (ng personnel vehicle) Dahil mula sa isang mobile, mayroon kaming tatlong mga mobile patrol,” she stated.

(We already have mobile patrols, but since they have been in use for a long time, some require repairs. That’s why receiving new personnel vehicles is a great blessing for us. From having just one mobile patrol, we now have three.)

Lucman vowed that the new vehicle would ensure the community could sleep soundly at night, knowing that police are on watch.

MARAWI CITY (PIA) — The Police Regional Office for the Bangsamoro Autonomous Region (PRO-BAR), reaffirmed its commitment to ensuring peace, order, and public safety across the Bangsamoro Region.

Macapaz emphasized that the 41 newly acquired personnel carrier vehicles significantly enhance PRO-BAR’s operational capacity. These vehicles improve mobility and support critical missions, including internal security operations, civil disturbance management, search and rescue, relief efforts, and combating criminality and terrorism.

“These assets align with our capacity-building initiatives, ensuring that PROBAR remains agile, responsive, and fully equipped to meet the evolving challenges of law enforcement in our region,” he stated.

The regional director also reiterated that obtaining these vehicles reflects the PNP’s commitment to equipping regional offices with the necessary resources to maintain public order and safety.

Macapaz expressed his gratitude to the national government, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and local government units in the region, especially the local chief executives, for their support in building the capabilities of the police force.

Marawi City LGU reiterates ordinance regulating smoking, betel nut chewing

MARAWI CITY (PIA) — The local government unit (LGU) of Marawi has reiterated its commitment to enforcing City Ordinance No. 28-09, series of 2019, which regulates smoking and betel nut chewing within the city.

The ordinance imposes a P5,000 penalty for violations to protect public health from second-hand smoke and the risks of betel nut use.

Despite its enactment, however, the ordinance has faced challenges in its full implementation.

In an interview on Mashuara sa Radyo Pilipinas, City Councilor Abdani Alonto acknowledged the difficulties in enforcing the regulation. He noted that resistance from the public, lack of widespread awareness, and insufficient enforcement support have hindered its full implementation.

To tackle challenges and streamline enforcement, Alonto said LGU Marawi will roll out the ordinance in phases.

The first phase will focus on enforcing the regulation at the Marawi City Hall, with subsequent phases gradually expanding enforcement to other public spaces, offices, and schools across the city.

Alonto said designated smoking areas will also be established in identified locations to allow individuals to engage in these activities without compromising the health of others.

The city government will also intensify its public information and education campaign to raise awareness about the dangers of smoking and betel nut consumption. Efforts will be made to work closely with community leaders and stakeholders to gather support and ensure successful enforcement of the ordinance.

Alonto called for the support of the entire community, highlighting that the ordinance is not only about protecting health but also about reducing the financial burden associated with treating preventable diseases caused by smoking and betel nut use. He urged citizens to consider the long-term benefits of the regulation in creating a healthier, more sustainable future for Marawi City.

MCB strives for faster compensation for Marawi Siege victims

MARAWI CITY (PIA) — With the full backing and support of the national government, the Marawi Compensation Board (MCB) is ramping up its efforts to ensure faster and more efficient compensation for those impacted by the 2017 Marawi Siege

MCB Chairperson Maisara Damdamun-Latiph, during the nationwide broadcast of Bagong Pilipinas Ngayon on February 10, emphasized the government’s unwavering support for the Board’s mission to assist the victims of the devastating siege.

“Nakikita natin na 100% support ang ating Presidente, ang ating Executive Secretary, at DBM Secretary. Nandiyan talaga sila nakaantabay sa ating opisina at nakikinig sila kung ano pa ang mga kakulangan at mga hamon na dapat naming harapin. Masaya ang Marawi Compensation Board kasi isa kami sa mga nakikita naming priority ng gobyerno para bumangon muli at magkaroon ng normalidad ang buhay ng mga taga Marawi,” she said.

(We can see that our President, Executive Secretary, and DBM Secretary provided 100 percent support. In line with President Ferdinand Marcos Jr.’s directive to expedite the compensation process, Latiph highlighted the board’s swift actions to address the claims.

“In the same year, we took our oath, we worked immediately to settle the claims,” she added.

The MCB has resolved 1,436 claims, approving 1,161 worth P2.03 billion. It has consolidated 119 claims for renters, sharers, and co-owners, while 496 claims totaling P841.89 million have been awarded.

The compensation operates under the legal framework of Republic Act 11696 or the Marawi Siege Victims Compensation Act of 2022. The law outlines compensation for those who lost family members and property during the 2017 Marawi siege, with death claims eligible for P350,000 in cash assistance.

Those with totally destroyed homes will receive P18,000 per square meter for concrete, P13,500 for mixed concrete and wood, and P9,000 for light or pure wood.

For partially damaged homes, owners will receive P12,000 for concrete, P9,000 for mixed concrete and wood, and P6,000 for light or pure wood.

The compensation covers properties within the 24 barangays in the Most Affected Area (MAA), also known as “ground zero,” where intense fighting occurred between government forces and the Maute Group. Eight barangays outside the MAA that were heavily impacted by the siege are also included in the compensation efforts.

“This year, nagta-target tayo ng 2,000 to 3,000 claimants. Kung tutuusin, doble na ang tina-target namin this 2025. As of 2028, dapat tapos na namin lahat. If we’re targeting 3,000 a year, we’ll be able to finish at that time,” said Latiph.
