Army intensifies manhunt ops after 6 DI-MG militants elude Piagapo clash


The Philippine Army is now heightening its manhunt operations to track and seize six members of the Dawlah Islamiya Maute Group (DI-MG) who outran and fled from their recent clash in the secluded area in Lanao del Sur province. 

The military previously reported that from January 25 to 26 this year, an encounter transpired in the mountainous part of Brgy. Taporug in Piagapo town which resulted in the demise of nine local terrorists, including three of those who were determined to be among the perpetrators of the explosion in Mindanao State University (MSU)-Main Campus here on December 3, 2023.

103rd Infantry Brigade Commander BGen. Yegor Rey Barroquillo reported that unfortunately, not all of the 15 extremists located at that time were overran as six of them evaded, among whom were three others who were likewise identified to be behind the tragedy in the university gymnasium. 

“After the encounter, six were able to escape. Right now, we are still working on finding them. They are subject to a continuous manhunt,” he said. 

Barroquillo nonetheless guaranteed that the impact of the latest skirmish was only confined to the concerned village of the municipality of Piagapo, as well as the neighboring towns of Munai, Poona Piagapo, and Pantao Ragat all in Lanao del Norte province.

To ensure the triumphant search for the eluders and finally eradicate the influence of extremism, he shared that they have put in place strategies such as following the guidance of the national government, and partnering with the local government units (LGUs), Moro Islamic Liberation Front (MILF), religious leaders and communities. 

Barroquillo likewise stated that they augmented their deployed troops to the affected municipalities, including Piagapo, Masiu, Lumbayanague, Pagayawan, and Madalum municipalities in Lanao del Sur province. 

Starting this month, they now control Munai, Pantao Ragat, and Poona Piagapo towns in Lanao del Norte.

Among the security measures expected to be carried out by the soldiers are serious checkpoints and constant mobile patrols.

“We will remain there until such time na mawala na talaga ang threat ng DI-Maute, including ang kanilang recruitment efforts (that the threat of the DI-Maute will vanish, including their recruitment efforts),” said Barroquillo.

Earlier, the 103rd Infantry Brigade disclosed that they have been pursuing intensive operations since the blast in MSU-Main Campus last year, which claimed the lives of four Catholic faithful. 

The army further underscored that even during holidays, the troopers did not cease hunting the culprits, more so that Commander-in-Chief President Ferdinand Marcos Jr. specially ordered the immediate neutralization of those responsible for the misfortune. (CRG/PIA-10/Lanao del Sur)

BARMM lawmaker grants P1.5M to IPHO for Lanao del Sur health outreach


A Member of the Parliament (MP) in the Bangsamoro Autonomous Region in Muslim Mindanao handed over a P1.5 million check to the Integrated Provincial Health Office (IPHO) here in support of its medical outreach endeavors.

MP Paisalin Tago said the amount was earmarked to procure essential medical supplies and materials crucial for a series of planned health outreach initiatives throughout the year.

Tago explained that MPs are allocated resources specifically for medical outreach programs, aiming to address the healthcare requirements of their constituents. "Ito ayon sa kagustuhan ni Chief Minister Ahod Ebrahim na kaming mga Member of Parliament dapat bumaba sa grassroots para matulungan ang ating mga kababayan," he noted.

[This is according to the desire of Chief Minister Ahod Ebrahim that we, as Members of Parliament, should go down to the grassroots to help our constituents.]

Last year, Tago organized a medical outreach in Marawi. This year, he intends to extend the impact to municipalities. He envisions conducting these health initiatives quarterly in collaboration with IPHO-Lanao del Sur.

This commitment was echoed by IPHO Chief Dr. Alinader Minalang, confirming the scheduling of four medical outreach programs and the ongoing identification of areas for implementation. 

"Gusto natin pasalamatan si Minister Paisalin Tago sa kanyang tulong na ipinaabot. Itong tulong na binigay niya in the form of funds, supplies, at materials, ito ay gagamitin natin sa ating medical outreach program," Minalang expressed gratitude.

In addition to the financial support, MP Tago handed over medical supplies and 20 wheelchairs during the turnover ceremony, aligning with IPHO's medical mission in celebration of the 5th Bangsamoro Foundation Day.

MOST-BARMM distributes STARBOOKs, tablets to Lanao Sur schools, scholars


The Ministry of Science and Technology of the Bangsamoro Autonomous Region in Muslim Mindanao (MOST-BARMM) distributed digital libraries and laboratory apparatus to 13 schools in Lanao del Sur.

The distribution took place during the Lanao del Sur kick-off for the 5th Bangsamoro Foundation Anniversary celebration on January 22 at the Marawi Convention Center.

The Science and Technology Academic and Research-Based Openly Operated Kiosk Station or STARBOOKS is a digital library designed for students who do in-depth research on science and technology resources.

Expressing gratitude on behalf of the Mindanao State University- Integrated Laboratory School, Intiesar Aba-conding, the school head, acknowledged the impact of the initiative.

"We are so grateful to the MOST-BARMM for materializing our dream of having this kind of complete set of apparatus as well as the STARBOOKS. It will definitely help our students improve in their Science," she affirmed.

With these resources, she said they can now conduct hands-on activities in Science, moving beyond theoretical learning. "Hindi na kami basta-basta nalang on theory," she added.

In addition to STARBOOKS, MOST distributed tablets to 19 scholars under the Bangsamoro Assistance for Science Education (BASE)-Merit Program. This scholarship is awarded to students with high aptitude in science and mathematics who are committed to pursuing careers in the fields of science and technology.

"I'm very thankful to BARMM, especially the MOST. It is one of our most requested tools. As students kasi, needed namin ang tablet. Since my course is BS Architecture, kailangan talaga ang tablet for taking notes, especially for sketching," shared Ayoub Macadindang.

Sittie Aisah Umpara, a BS Chemistry student from MSU echoed similar sentiments, emphasizing the tablet's invaluable contribution to her studies. "Alhamdullillah may natanggap kami na ganito and InshaAllah it will make us strive more in our learning," she said.

This distribution of STARBOOKS, laboratory apparatus, and tablets marks just one of the numerous activities organized by MOST for the weeklong celebration of the 5th Bangsamoro Foundation Day. Marawi mayor vows support for BARMM's dev't drive


City Mayor Majul Gandamra vowed to continue supporting the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government in its initiatives to promote peace, development and prosperity in the region. 

Speaking during the Lanao del Sur kick-off of the 5th Foundation Day celebration of BARMM at the Marawi Convention Center on January 22, Gandamra declared that Marawi City has consistently stood as a firm ally of the BARMM because of its pivotal role in shaping the destiny of the Bangsamoro people.

He also articulated the significance of authentic autonomy in redressing historical injustices confronted by the Bangsamoro people. He emphasized that this autonomy serves as a catalyst for a brighter future. 

With this, Gandamra reaffirmed his commitment to work hand-in-hand with the Bangsamoro government for the effective implementation of the Bangsamoro Organic Law, underscoring the potential of collective efforts to construct a future where every Bangsamoro citizen not only survives but thrives and flourishes.

n addition to highlighting the need for unity and progress, the mayor urged the Bangsamoro people to reflect on the sacrifices and struggles endured by their forefathers in securing their rights and aspirations. 

"Let us honor their legacy by continuing to work towards a more inclusive and progressive Bangsamoro society," he said.

Gandamra further stressed that the BARMM Foundation Day anniversary goes beyond a mere celebration of history and culture. Instead, he underlined that it serves as a powerful testament to the remarkable progress achieved by the region—a poignant reminder of the collective strength, resilience, and unity demonstrated by its people in the face of adversity.

As a demonstration of solidarity, the city government, through the City Health Office, actively participated in the weeklong celebration by joining the BARMM services caravan at the Marawi Convention Center offering essential healthcare services free of charge.

These include medical consultation and medicine, circumcision, eye checkups, tooth extraction, vaccination for children and elderly, and laboratory testing such as blood typing, random blood sugar, dengue testing, and rapid malaria testing.

Marawi City marks anniversary of BARMM


A weeklong celebration to mark the fifth anniversary of the foundation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) kicked off in Marawi City on January 22.

The event, which the Ministry of Transportation and Communications (MOTC) organized together with the Ministry of Human Settlements and Development (MHSD), started with a parade from Marawi City Hall to the Marawi Convention Center, where a commemorative program took place.

Lawyer Paisalin Tago, MOTC Minister, stated that the BARMM government is bringing the weeklong celebration to the region's provinces to foster patriotism and pride among the Bangsamoro people in localities, reminding them of the sacrifices that led to the creation of BARMM.

"We are celebrating so that the Bangsamoro people can feel that there is an autonomous government that is now governing our area, and we must be proud of that," he said.

The opening program's highlights included motivational speeches from BARMM officials, including City Mayor Majul Gandamra, Deputy Chief Minister Ali Solaiman, and a few Members of Parliament (MP) who are from the province of Lanao del Sur.

During the program, Tago, also the deputy speaker of the BARMM Parliament, handed over P1.5 million to the Integrated Provincial Health Office. The amount will be used to buy medical supplies and materials as well as fund medical assistance programs. Wheelchairs, reading glasses, and medical supplies were likewise distributed to qualified beneficiaries.


Moreover, MHSD turned over a one-story human development center worth P7 million, intended to serve as a training center for youth, cooperatives, and farmers/fisheries associations in Masiu municipality.

The Ministry of Science and Technology's Provincial Office distributed STARBOOKs and laboratory apparatus to 13 schools, along with tablets for 19 scholars, under the Bangsamoro Assistance for Science Education (BASE)-Merit Program.

Various ministries of the BARMM government also opened booths at the Marawi Convention Center, providing free services to walk-in clients until January 26, 2024.

To recall, the ratification of the Bangsamoro Organic Law through the plebiscite held on January 21, 2019 paved the way for the creation of the BARMM. The BARMM government proclaimed January 21 as Bangsamoro Foundation Day in honor of this historic occasion, and a weeklong celebration followed.

Marawi LGU calls for 2 seats in BARMM Parliament


The Marawi City government appealed to Bangsamoro lawmakers to allocate an additional legislative district for the city in the proposed Parliamentary Districts Act of 2023.


City Councilor Abdani Alonto, during the Lanao del Sur leg of the public consultation on the proposed measure, presented the City Council's resolution urging the Bangsamoro Transition Authority (BTA) to consider assigning two seats for Marawi City in the Bangsamoro Parliament. 


Alonto emphasized the city's vast landscape comprising 98 barangays and a population exceeding 200,000, asserting the necessity for two district seats to ensure fair representation and foster efficient governance.


Echoing the same sentiment, City Mayor Majul Gandamra, in a position paper, articulated that "the Regional parliament is legislating not only for the current statuses but for the future, and it is more prudent to anticipate and legislate for the needs of tomorrows." 


The mayor highlighted the city's anticipated population growth, projecting it to surpass the 2020 census. He underscored the impact of compensating Marawi siege victims and the city's robust development, which could attract significant migration, especially given its status as the commercial center of Lanao del Sur.


"As the population grows, so thus the corresponding needs for social and economic problems that need legislative action," Gandamra emphasized.


The Bangsamoro Electoral Code specifies that the 2025 parliament will comprise 80 members, including 40 party representatives, 32 district representatives, and eight sectoral representatives.


BTA Bill No. 267 aims to delineate the composition of the 32 parliamentary districts across provinces, cities, municipalities, and the distinct geographic areas in the region.


The proposed bill allocates eight parliamentary districts to Lanao del Sur, the highest among all provinces in the BARMM.


Three of the proposed districts in the province will have five municipalities each; four will have six municipalities each, and one for Marawi City. 


Meanwhile, Bangsamoro lawmakers committed to thorough and thoughtful deliberation on the issues and concerns raised during public consultations. They vowed a meticulous review of all position papers and recommendations that would refine the proposed measure. (APB/PIA-10 Lanao del Sur)

BARMM Parliament engages Lanao del Sur stakeholders on districting bill


The series of public consultations on Parliament Bill No. 267 rolled out by lawmakers of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) reached Lanao del Sur province on Thursday, January 18, to get inputs, position papers, and recommendations from local stakeholders.


The bill aims to ensure a fair distribution of the 80-seat Bangsamoro Parliament, aligning with the needs and aspirations of the 4.9 million Bangsamoro population. The proposed distribution comprises 40 members for regional political parties, eight members for various sectors, and 32 members as district representatives.


Dubbed the Parliamentary Districts Act of 2023, the bill seeks to create 32 contiguous, compact, and adjacent parliamentary districts in the region, each with a single representation and a minimum of 100,000 residents.


Currently under consideration at the committee level, the bill outlines the distribution of these districts across various provinces and cities, including three in Basilan, seven in Sulu, three in Tawi-Tawi, eight in Lanao del Sur, four in Maguindanao del Norte, four in Maguindanao del Sur, two in Cotabato City, and one in the Special Geographic Area.


Deputy Parliament Speaker Lawyer Paisalin Tago emphasized that the Bangsamoro Organic Law and the Bangsamoro Electoral Code mandate the creation of districts, which is critical for preparing for the upcoming 2025 regional elections. 


"By 2025, we will be having parliamentary elections in the area. It is not just the first for the region but also the country," he stated.


Eight District Seats Allocated for Lanao del Sur


Lanao del Sur, with a population of 1,195,518 and comprising 39 municipalities and the Islamic City of Marawi, will be allocated eight parliamentary districts under the proposal. Each district is carefully delineated to enhance local representation and governance.


The first district will cover the municipalities of Kapai, Marantao, Piagapo, Saguiaran, and Tagoloan II; the second district will consist of Masiu, Buadipuso-Buntong, Poona Bayabao, Tamparan, Taraka, and Mulondo; the third includes the Bubong, Amai Manabilang, Lumba-Bayabao, Maguing, Ditsaan-Ramain, and Wao; and the fourth district covers the town of Butig, Sultan Dumalondong, Lumbaca-Unayan, Marogong, Lumbatan, and Lumbayanague.


While the fifth district consists of Calanogas, Balabagan, Kapatagan, Picong, and Malabang, the sixth district covers the towns of Bacolod Kalawi, Tugaya, Balindong, Madalum, Madamba, and Pualas; the seventh district includes Bayang, Binidayan, Ganassi, Pagayawan, and Tubaran; and the eight district covers the lone city of Marawi.



Lanao del Sur constituency welcomes districting bill


The Lanao del Sur constituency lauded the proposed measure, emphasizing the importance of inclusivity and fair representation.


"Mahalaga na all members of the society can participate in this. The bill will ensure fair representation and allow the representatives to focus on specific challenges and opportunities in their respective districts," remarked women sector representative Noni Lao.


Provincial Election Supervisor Lawyer Udtog Tago, who also joined the consultation, highlighted the significance of the Parliamentary District Act of 2023 in facilitating the first regional elections in 2025.


Currently, the BARMM operates under an interim regional government appointed by the President, enhancing efficiency and accountability.


While the province praised the bill's intent, it sparked concerns about district composition and geographical sequencing. 


Some local chief executives believed their municipalities should belong to a different district, not a specific one. They proposed adjustments to align more effectively with municipal dynamics.


Another notable concern was the proposal for only one district for Marawi, despite the city meeting the criteria for two districts based on population requirements. 


Meanwhile, Bangsamoro lawmakers assured Lanao del Sur stakeholders that they would deliberate on the issues and review all position papers and recommendations to refine the proposed measure. (APB/PIA-10 Lanao del Sur)

Mindanao religious leaders voiced solidarity vs peace spoilers


Mindanao religious leaders, representing both Muslim and Christian faiths, have joined forces in a resolute stand against those who seek to disrupt peace in the region.


Their unified voice condemned the "heinous sacrilegious" bombing incident that took place during a Catholic Mass at the Mindanao State University (MSU) campus on December 3, 2023.


These religious leaders asserted in a joint statement dubbed "Religions are for Peace" that the teachings of every religion in the world condemn the killing of innocent bystanders and religious believers as a demonic act.


The statement highlighted a shared condemnation from both Islamic and Christian perspectives, emphasizing that terrorism under the guise of religion contradicts the fundamental teachings of both faiths

.

"The killing of innocent civilians by terrorists under the guise of religion is a condemnable and cruel irreligious act that defiantly contradicts both Muslim and Christian beliefs," said the joint statement.


The declaration emerged following a two-day dialogue for peace held in Cotabato City from January 16 to 17 to address concerns about the durability of the peace process among Christian and Muslim communities in Mindanao and allay the anxieties of many students and families not only in Marawi but also throughout the entirety of Mindanao.


The joint statement was signed by His Eminence Orlando Cardinal Quevedo (Archbishop Emeritus of the Archdiocese of Cotabato), Most Reverend Angelito Lampon (Archdiocese of Cotabato), Most Reverend Antonio Ledesma (Archdiocese of Cagayan de Oro), Most Reverend Edwin de la Peña (Bishop of the Prelature of Marawi), Pastor Brayan Saguban (River of God/Evangelical Denomination), Bangsamoro Darul-Ifta Executive Director Emran Mohamad, Islamic Jurist Dr. Muhammad Nadzir Ebil (Bangsamoro Darul Ifta), and Datu Mussolini Lidasan, executive director of Al Qalam Institute for Islamic Identities and Dialogue in Southeast Asia - Ateneo de Davao University.


Bishop de la Peña conveyed the impact of the dialogue, particularly among the Christian settlers of Marawi, stating, "Now the people in my area who experienced so much trauma and so much pain can now rejoice over the fact that the religious leaders of the Bangsamoro are one with us so we can move on."


The religious leaders also emphasized the need to be proactive against similar terrorist acts by imparting to their constituencies the true teachings of religious traditions and sacred scriptures.

Bangsamoro Commission highlights sports as catalyst for progress


The Bangsamoro Sports Commission (BSC) underscored the pivotal role of sports in advancing societal progress and fostering regional peace and development within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). 


During the virtual unveiling of its 12-point sports agenda, BSC Executive Director Saliwardi Alba emphasized the critical connection between the health and fitness of the populace and the overall strength and progress of BARMM.


"The strength and progress of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are highly dependent on the health and fitness of its people. Sports and physical activities are vital in promoting a healthy and fit citizenry," he said.


Alba outlined an agenda promoting a healthier, more active lifestyle for the Bangsamoro people. The plan includes efforts to empower athletes, provide opportunities for employment and education through scholarships, and keep the youth away from harmful activities, such as drug abuse.


At ang pinakaimportante ay mapapalayo natin ang mga kabataan sa droga at sa mga masasamang activities. Basically, the Bangsamoro Sports Commission is building a better people," he stated.


Panoro Maruhom, the founder and chairman of Marawi Legend Basketball Club, expressed his support for the BSC, emphasizing the importance of sports programs to keep youth engaged in beneficial activities and away from detrimental habits.


The 12-point agenda also focuses on constructing and enhancing state-of-the-art sports facilities, investing in training programs and sports management courses, ensuring elite athletes receive necessary resources and training to compete at the highest levels on the national and international stage, and nurturing young talents and laying the foundation for a new generation of skilled athletes.


It also specifies the development of the region's sports tourism potential, making sports more inclusive, giving athletes a platform to showcase their talents and competitive spirit through sports competitions, and establishing strong ties with national and international sports organizations.


The agenda integrates sports education into school curricula, preserves traditional sports and games, and fosters an environment ensuring equal opportunities and support for women and men in sports.



Dr. Hendely Adlawan, dean of Mindanao State University's College of Sports, Physical Education, and Recreation, supported the gender equality initiative, stating that sports are for everyone, regardless of gender, religion, or traditional practices.


"In sports, everybody is equal because everybody needs to be totally fit," she said.


MSU Karate Club member Ahmad Ronsing is grateful for being recognized by BSC as an elite athlete.


Ahmad Ronsing, a member of the MSU Karate Club, expressed gratitude for being recognized as an elite athlete, hoping that his experience would motivate other youth to pursue excellence in sports.


"Magandang pakinggan na elite athlete ka kasi nasa top level ka. I hope na yung experience ko ay makainspire din sa ibang kabataan," he said.

BARMM opens 2024 S&T scholarship programs


The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has officially opened the applications for its 2024 Bangsamoro Assistance for Science Education (BASE) program and BASE-Merit program. 


This initiative, spearheaded by the Ministry of Science and Technology (MOST), aims to propel deserving students toward higher education in the fields of science, technology, engineering, and mathematics (STEM).


The BASE program targets Senior High School graduates with a commitment to nurturing their academic and professional growth in STEM disciplines. The BASE-Merit program, on the other hand, seeks out students with exceptional aptitude in science and mathematics, encouraging them to pursue advanced and technical courses within the S&T domain.


According to MOST-BARMM, these scholarship programs not only serve as a means to financially support the education of qualified students but also aspire to stimulate the interest of Bangsamoro youth in science and technology and ensure a steady supply of skilled S&T professionals in the region.


To be eligible, applicants must meet certain criteria, including being natural-born Filipino citizens and residents of BARMM. Good moral character, good health, and specific academic requirements, such as an 85% general average during the first semester of Grade 12 for STEM strand students and 90% for non-STEM students, are also necessary.


Moreover, applicants should not be recipients of other scholarship programs, should not have post-secondary or undergraduate units, and must successfully pass the BASE qualifying examination.


Qualified awardees under the BASE program will receive monthly cash assistance of P8,000, while those under the BASE-Merit program will receive P20,000. In total, BASE scholars stand to receive P80,000 annually, while BASE-Merit scholars will receive P200,000 to cover various educational expenses, including school fees, book allowances, transportation costs, clothing allowances, and monthly living allowances.


The grant will be deposited into the awardee's bank accounts every last week of the month, starting from the first month of the first semester of the school year.

BARMM starts preparations for 2025 Parliamentary elections


In preparation for the forthcoming parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in 2025, the Bangsamoro government has started initiating measures to facilitate a seamless and well-informed electoral procedure.


Interior and Local Government Minister Sha Elijah Dumama Alba said the preparations are focused on two key tracks. The first track involves the readiness of political parties and government mechanisms, while the second track is for raising awareness and enhancing voter education.


During the launch of the "Halalang Bangsamoro" podcast series by the Bangsamoro Information Office and Legal Network for Truthful Elections (LENTE), Alba shared the establishment of a speakers bureau within the BTA Parliament. Comprising lawyers, this bureau will assist in information and education campaigns related to the Bangsamoro Electoral Code.


The speakers bureau, she said, was organized in collaboration with LENTE and the Asia Foundation.


To bolster voter awareness, Alba added that comprehensive voter education materials have been developed and will be disseminated to inform the public about the elections in 2025.


Alba further disclosed that they have also coordinated with the Commission on Elections (Comelec) for the finalization of the implementing rules and regulations (IRR) of the Bangsamoro Electoral Code. Accordingly, the IRR is crucial as it lays down the specifics of the BARMM parliamentary elections.


"Gusto nilang isalang yung IRR by the second week of February sa Comelec en banc session para mailabas nila ang IRR kasama na rin yung calendar of activities. We look forward na makakuha na ng approved IRR para makagalaw na ang kailangan gumalaw sa ground [they want to submit the IRR in the Comelec en banc session so that they can release the IRR by the second week of February along with the calendar of activities. We look forward to getting an approved IRR so that those who need to move on the ground can already move]," she said.


BTA Deputy Speaker Lanang Ali Jr., who also joined the discussion, underscored the pivotal role of COMELEC in the first BARMM parliamentary elections. He shared that the poll body has been supportive of the BTA and has released certain resolutions that will help operationalize the provisions of the Bangsamoro Electoral Code.


The BTA deputy speaker also emphasized the need for a concerted effort to inform and educate the citizens about the unique aspects of the upcoming electoral process.


"Ito yung first time na magkakaroon tayo ng parliamentary elections dito sa Pilipinas. Iba yung nakasanayan ng ating mga kababayan sa eleksyon, pero ito ay parliamentary election, kaya kailangan natin mainform at ma-educate ang ating mga kababayan [this is the first time that we will have parliamentary elections here in the Philippines. This is different from the elections that our citizens are used to, this is a parliamentary election, so we need to inform and educate our compatriots]," he said.


Establishing Parliamentary Districts


In the 2025 BARMM elections, the Bangsamoro people will vote for leaders who will represent them in the 80-member Parliament, composed of 50percent party representatives (40 members), 40 percent district representatives (32 members), and 10 percent sectoral representatives (eight members).


Alba revealed that, under the Bangsamoro Organic Law, the BTA has been granted the authority to establish parliamentary districts in the region.


Parliament Bill No. 267 has been filed to create 32 districts, ensuring equitable representation among the 4.9 million Bangsamoro constituents.


She said the distribution of districts is based on both population and geographical area. 


"Ang mga lugar na sakop ng mga distrito ay dapat magkakadikit-dikit at magkakatabi at may populasyon na hindi bababa sa isang daang libo [the areas covered by the districts must be contiguous and have a population of at least one hundred thousand]," she explained.


For the population, Alba disclosed that the BTA utilized the 2020 Census of Population for the proposed parliamentary districts. 


Under the proposed measure, Lanao del Sur will have eight parliamentary districts while Sulu will have seven. Basilan is allocated three, three for Tawi-Tawi, four for Maguindanao del Norte, four for Maguindanao del Sur, two for Cotabato City, and one for the Special Geographic Area.


The series of public consultations for BTA Bill No. 267 commenced Monday, January 15, in Cotabato City and will end on January 30 in Basilan province. A simultaneous consultation was also scheduled for Maguindanao del Norte and the Special Geographic Area on January 16, Maguindanao del Sur and Lanao del Sur on January 18, and Tawi-tawi and Sulu on January 29.

Spinning threads of hope, peace in ‘Aretes Style’

In this material world that seems to be overwhelmed by hustle and bustle compounded by inevitable turmoil, it becomes easy to lose sight of the power of creativity, positivity, and tranquility. 


However, in the heart of an Islamic community, several inspired peace champions are working tirelessly to cultivate these values and spread their message far and wide.


Handcrafting, to include weaving and dressmaking, has often been perceived as a sanative and alleviating task, but for several individuals, it goes beyond just a mere vocation as it comes as a wellspring of hope and a means to cultivate inner peace.


The best example of this is Jalalodin Mustari, who paved the way for the foundation of Aretes Style.


Naturally born and raised as a Maranao, Mustari looked back on the humble beginning of his endeavor, which was rooted in his realizations after the haunting five-month warfare in this city in 2017. He affirmed that while the rehabilitation process is underway, a poignant reminder remains for the affected locals, saying that they will always have a flashback to how their populace was hastily generalized as terrorists, thus barely enjoying some of the basic human rights.


Nonetheless, this gloomy scenario did not hold back Mustari even for a second. He became more fueled to aid in addressing limited socio-economic chances; otherwise, this issue would be a prime factor in drawing victims into unwanted coping mechanisms such as illegal drugs and human trafficking.


Giving birth to a socio-cultural enterprise, Mustari and his Aretes Style unlocked the door to income opportunities for worthy internally displaced persons (IDPs).


He realized the need to make use of his talent and the experiences he had enjoyed in order to portray the Meranaw and the Bangsamoro communities in a picturesque manner and show that they are more than the battles, gunfire, and conflict that the media portrays. He did this by viewing the historic siege through an optimistic lens.


“I really believe in the power of creativity and, in general, the creative industry in addressing pressing issues, especially in promoting and cultivating peace. It is a powerful tool to touch hearts, minds, and souls,” he said.



The benevolence behind Aretes Style


For Mustari, Aretes Style is a noble legacy that speaks of the narratives of their strive for peace and corrects misconceptions about them, from being extremists to artists.


“This creates pieces that tell the story of our community, especially focusing on peace, to show the world that we are creative and not terrorists,” he said.


To date, 15 local weavers and 10 artisans make up the enterprise of Mustari, and most of them are single mothers who are eased from their struggles after belonging to the marginalized sector and being left facing physical, economic, and psychological barriers.


Named Project Omekulay, he shared that this undertaking has been near to his heart as he saw mothers playing a significant role in the rehabilitation process.


Apart from this, Mustari takes pride in his group, which opens the platform for dialogue while showcasing the Meranaw culture featured through the langkit intricately woven in their fabrics.


The tale of uplifting lives


The optimistic citizens who benefited from the Aretes Style's well-known goal of developing a rapport with the founder have painted it in a positive light ever since its inception.


Ate Joh, a partner weaver of the enterprise, described the invaluable moment she had from working with Mustari.


She attested that the social entrepreneur served as a bridge for them to nurture their skills, promote their products, and earn independently.


“It helped us a lot. It is beneficial for myself, my children, and the entire family. This kind of venture saved our lives," she said.


Ate Tata, who has also worked as a partner dressmaker for the organization, echoed the same sentiment.


With this, she was grateful that she encountered Mustari, whom she treated as her own son, sibling, and mentor.


Ate Tata detailed that she has been receiving additional pay for producing various handiworks.


“He really helped me as I sew his products, such as tote bags, veils, and jackets. Sometimes, he would even increase my wage to help me and my children. A never-ending thanks to Sir Jal. Without you, Tata’s Tailoring will never have an income,” she said.



Journeying toward sustainable peace


The crusade of Aretes Style is seen to still trek a long way, but regardless of the obstacles and with its consistent perseverance, it will surely attain its triumph.


Mustari has guaranteed that he will always be an advocate of sustainable peace through advancing social entrepreneurship, cultural preservation, and economic empowerment.


Alongside this assurance was his call to strengthen the support system for the Bangsamoro creative industries by amplifying their motivations both nationally and internationally.


“Our collective efforts can uplift our socio-economic status, which plays a vital role in peacebuilding. Together, we can craft hope and peace,” said Mustari.

Bangsamoro Commission magnifies efforts to preserve Meranaw culture


Securing the sustainability of the identity of Maranaos, the Bangsamoro Commission for the Preservation of Cultural Heritage (BCPCH)-Lanao del Sur has moved to intensify its campaign on the preservation of the Meranaw culture.


In line with this, the commission conducted a conference tackling approaches to understanding this crusade. This was attended by representatives of the academic sector, tourism officers from various towns in the province, and students of the Mindanao State University (MSU)-Main Campus.


BCPCH-Lanao del Sur Commissioner Robert Alonto shared that this was the first part of the two-series dialogue they would hold this month under the rubric named Bangsamoro History and Culture Sensitive Governance.


He stated that this program would be implemented in five component provinces of the Bangsamoro region to open a platform for small-group conversations on matters related to historical issues and cultural preservation.


Alonto explained that they pushed for this pursuant to the mandate bestowed by Republic Act No. 11054, or the Bangsamoro Organic Law, which is the cultural preservation and writing of history from the perspective of the Bangsamoro locals.


He expounded that here, they realized that these tasks were not simple, taking into account that this has embraced a wide range of undertakings that revolve around history, both oral and written, and remote and contemporary.


“Cultural preservation does not only involve safeguarding living traditions, but in the profoundest sense and on an ideological higher plane, this translates into the preservation and appreciation of history and, consequently, the cumulative values formed in the course of the long development of our history that have been handed down to us as heritage,” said Alonto.


This was positively gaining approval from the fellow cultural champions of the BCPCH executive.


MTIT-BARMM Project Development Officer for Tourism, Tales of Marawi Walid Pangcoga, conveyed that they have been into a similar initiative, which is akin to navigating a time machine as they would bridge the past and the present while bracing for the future.


MSU-College of Social Sciences and Humanities (CSSH) History Professor Dr. Tirmizy Abdullah was likewise on the affirmation side, underscoring that history plays a crucial role in preserving the cultural heritage of the Bangsamoro region.


“It (history) serves as the bedrock and motivation for safeguarding our rich traditions. The significance of our cultural heritage is rooted in its history, and preserving it is a way of acknowledging and cherishing its historical importance. In essence, history and cultural heritage preservation go hand in hand,” he said.


Following the successful first conference centered on cultural preservation, more suggestions have been laid on the table to guarantee the fulfillment of their goal.


Aretes Style Founder Jal Mustari claimed that while there have been a lot of local creatives in the Bangsamoro region who incorporate Meranaw cultural heritage in their designs or innovations, they should also be empowered with the knowledge on the appropriate utilization of these resources to ensure that they do not scorn the cultural values.


Meanwhile, Pangcoga advocated a strategic action to inscribe their reverence for their invaluable bequest.


“I extend an encouragement to LGUs and fellow participants to have cultural mapping in your municipality. Not just for documentation and recording, it serves as a tool for acknowledging and appreciating the profound legacies left by our ancestors,” he said.
