New PNP personnel carriers vital for enhancing safety, security in Lanao del Sur, says DBM chief



MARAWI CITY (PIA) — Secretary Amenah F. Pangandaman of the Department of Budget and Management (DBM) underscored that the turnover of new police personnel carriers to the Philippine National Police (PNP) in Lanao del Sur is vital in ensuring a safer and more secure environment for citizens in the province and neighboring areas.

In her message during the ceremonial turnover held at the Marawi Convention Center, Pangandaman emphasized that the new 4×4 all-terrain vehicles would enhance the ability of law enforcement to quickly respond to emergencies and strengthen their presence across the province, particularly in areas where access can be challenging due to terrain and weather conditions.

“Sa pamamagitan ng mga vehicles na ito, mas mapapaigting natin ang pagpapatupad ng mandato ng ating mga kapulisan na itaguyod ang kapayapaan, kaayusan at kapakanan ng bawat bayan,” she said.





A total of 40 vehicles were officially handed over to the Police Regional Office Bangsamoro Autonomous Region (PRO BAR) on February 20. These vehicles will be distributed to Marawi City and the 39 municipalities within Lanao del Sur, ensuring that police forces are better equipped to serve and protect the local communities.

Police Brigadier General Romeo J. Macapaz, Director of PRO BAR, accepted the vehicles on behalf of the PNP, expressing gratitude for the continued support and commitment from the national government to enhance the region’s law enforcement capabilities.

Sharing a lighthearted comment about the popular joke of police arriving late to emergencies, the Budget Chief expressed confidence that with the new vehicles, the police would now be able to respond more promptly, ensuring the safety and security of the communities.

“It is our fervent hope that these PNP vehicles will further help in ensuring the welfare of our people by increasing police visibility, lowering crime rates, and responding to emergencies,” she added.

Pangandaman, who hails from Lanao del Sur, expressed her personal connection to the province and its people, noting that this initiative would greatly impact her hometown and neighboring municipalities. Lanao del Sur receives new patrol cars to reinforce security operations



MARAWI CITY (PIA) – The Philippine National Police (PNP) turned over 41 new patrol vehicles to the Police Regional Office-Bangsamoro Autonomous Region (PRO-BAR), marking a significant milestone in improving the mobility and operational readiness of law enforcement in Lanao del Sur.

The vehicles, which are all-terrain 4×4 personnel carriers, were procured with the support of the Department of Budget and Management (DBM).

The official turnover ceremony, held on Thursday, February 20, at the Marawi Convention Center, was graced by Budget Secretary Amenah Pangandaman, who underscored the importance of the new vehicles in strengthening public safety and promoting the well-being of communities in the region.

In her speech, Pangandaman highlighted that procuring these all-terrain vehicles was a vital step towards ensuring the people’s safety, particularly considering the frequent afternoon rains in the province.

“Sa pamamagitan ng mga vehicles na ito, mas mapapaigting natin ang pagpapatupad ng mandato ng ating mga kapulisan na itaguyod ang kapayapaan, kaayusan at kapakanan ng bawat bayan. These PNP personnel vehicles will be distributed here in Marawi City and to all other local government units and municipalities here in Lanao del Sur,” she said.

Pangandaman also cited President Ferdinand R. Marcos Jr.’s message, emphasizing that a unified commitment to protecting the public and upholding the rule of law is key to achieving a secure and empowered “Bagong Pilipinas.”

She hoped that the new patrol vehicles would help increase police visibility, reduce crime rates, and enhance response capabilities during emergencies.

Bacolod Kalawi police chief pledges vigilance amid ‘Yellow’ status for 2025 polls



MARAWI CITY (PIA) — Police Captain Esnairah Lucman, Chief of Police (COP) of Bacolod Kalawi town in Lanao del Sur, reassured the public of the police force’s readiness to ensure safety and security in the community, despite the area being categorized under the yellow security status.

Lucman emphasized the importance of remaining vigilant, especially in a time when tensions are high due to upcoming elections.  “Walang immediate concerns, pero hindi pa rin tayo nagbibigay ng kumpiyansa. Bagama’t nasa kategorya ng yellow (ang Bacolod Kalawi), mainam na maselan tayo sa pag-obserba sa komunidad para responsive tayo,” she said.

(There are no immediate concerns, but that does not give us a reason to be complacent. Although Bacolod Kalawi is in the yellow category, it is best to remain vigilant in observing the community so that we can be responsive.)

Lucman highlighted the unpredictability of crime, especially with election-related tensions. She emphasized the importance of a visible police presence to help residents feel safe and secure.

As such, the COP expressed her gratitude for the new mobile patrol units provided to the police force. “Mayroon na kaming existing mobile patrol, pero dahil matagal na naming ginagamit, may mga (kailangang) i-repair din. Kaya malaking blessing sa amin na nabiyayaan ulit kami (ng personnel vehicle) Dahil mula sa isang mobile, mayroon kaming tatlong mga mobile patrol,” she stated.

(We already have mobile patrols, but since they have been in use for a long time, some require repairs. That’s why receiving new personnel vehicles is a great blessing for us. From having just one mobile patrol, we now have three.)

Lucman vowed that the new vehicle would ensure the community could sleep soundly at night, knowing that police are on watch.

Macapaz emphasized that the 41 newly acquired personnel carrier vehicles significantly enhance PRO-BAR’s operational capacity. These vehicles improve mobility and support critical missions, including internal security operations, civil disturbance management, search and rescue, relief efforts, and combating criminality and terrorism.

“These assets align with our capacity-building initiatives, ensuring that PROBAR remains agile, responsive, and fully equipped to meet the evolving challenges of law enforcement in our region,” he stated.

The regional director also reiterated that obtaining these vehicles reflects the PNP’s commitment to equipping regional offices with the necessary resources to maintain public order and safety.

Macapaz expressed his gratitude to the national government, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and local government units in the region, especially the local chief executives, for their support in building the capabilities of the police force.

Marawi City LGU reiterates ordinance regulating smoking, betel nut chewing



MARAWI CITY (PIA) — The local government unit (LGU) of Marawi has reiterated its commitment to enforcing City Ordinance No. 28-09, series of 2019, which regulates smoking and betel nut chewing within the city.

The ordinance imposes a P5,000 penalty for violations to protect public health from second-hand smoke and the risks of betel nut use.

Despite its enactment, however, the ordinance has faced challenges in its full implementation.

In an interview on Mashuara sa Radyo Pilipinas, City Councilor Abdani Alonto acknowledged the difficulties in enforcing the regulation. He noted that resistance from the public, lack of widespread awareness, and insufficient enforcement support have hindered its full implementation.

To tackle challenges and streamline enforcement, Alonto said LGU Marawi will roll out the ordinance in phases.

The first phase will focus on enforcing the regulation at the Marawi City Hall, with subsequent phases gradually expanding enforcement to other public spaces, offices, and schools across the city.

Alonto said designated smoking areas will also be established in identified locations to allow individuals to engage in these activities without compromising the health of others.

The city government will also intensify its public information and education campaign to raise awareness about the dangers of smoking and betel nut consumption. Efforts will be made to work closely with community leaders and stakeholders to gather support and ensure successful enforcement of the ordinance.

Alonto called for the support of the entire community, highlighting that the ordinance is not only about protecting health but also about reducing the financial burden associated with treating preventable diseases caused by smoking and betel nut use. He urged citizens to consider the long-term benefits of the regulation in creating a healthier, more sustainable future for Marawi City.

MCB strives for faster compensation for Marawi Siege victims



MARAWI CITY (PIA) — With the full backing and support of the national government, the Marawi Compensation Board (MCB) is ramping up its efforts to ensure faster and more efficient compensation for those impacted by the 2017 Marawi Siege

MCB Chairperson Maisara Damdamun-Latiph, during the nationwide broadcast of Bagong Pilipinas Ngayon on February 10, emphasized the government’s unwavering support for the Board’s mission to assist the victims of the devastating siege.

“Nakikita natin na 100% support ang ating Presidente, ang ating Executive Secretary, at DBM Secretary. Nandiyan talaga sila nakaantabay sa ating opisina at nakikinig sila kung ano pa ang mga kakulangan at mga hamon na dapat naming harapin. Masaya ang Marawi Compensation Board kasi isa kami sa mga nakikita naming priority ng gobyerno para bumangon muli at magkaroon ng normalidad ang buhay ng mga taga Marawi,” she said.

(We can see that our President, Executive Secretary, and DBM Secretary provided 100 percent support. They are there, constantly monitoring our office and listening to what other shortcomings and challenges we need to address. The Marawi Compensation Board is grateful to be a government priority, working to rebuild Marawi and restore normalcy for its people.)

In line with President Ferdinand Marcos Jr.’s directive to expedite the compensation process, Latiph highlighted the board’s swift actions to address the claims.

“In the same year, we took our oath, we worked immediately to settle the claims,” she added.

The MCB has resolved 1,436 claims, approving 1,161 worth P2.03 billion. It has consolidated 119 claims for renters, sharers, and co-owners, while 496 claims totaling P841.89 million have been awarded.

The compensation operates under the legal framework of Republic Act 11696 or the Marawi Siege Victims Compensation Act of 2022. The law outlines compensation for those who lost family members and property during the 2017 Marawi siege, with death claims eligible for P350,000 in cash assistance.

Those with totally destroyed homes will receive P18,000 per square meter for concrete, P13,500 for mixed concrete and wood, and P9,000 for light or pure wood.

For partially damaged homes, owners will receive P12,000 for concrete, P9,000 for mixed concrete and wood, and P6,000 for light or pure wood.

The compensation covers properties within the 24 barangays in the Most Affected Area (MAA), also known as “ground zero,” where intense fighting occurred between government forces and the Maute Group. Eight barangays outside the MAA that were heavily impacted by the siege are also included in the compensation efforts.

“This year, nagta-target tayo ng 2,000 to 3,000 claimants. Kung tutuusin, doble na ang tina-target namin this 2025. As of 2028, dapat tapos na namin lahat. If we’re targeting 3,000 a year, we’ll be able to finish at that time,” said Latiph.

MILG commends top-performing barangays in Lanao del Sur, lauds PLGU for BOMBIT Program



MARAWI CITY (PIA) — The Ministry of the Interior and Local Government (MILG) has commended 15 barangays in Lanao del Sur for their outstanding performance under the provincial government’s Building Opportunities for a Meaningful Bangsamoro Inclusive Town (BOMBIT) Program for 2024.

The recognized barangays are Langi Talub (Masiu), Uya-an Proper (Madamba), Mapantao (Lumba Bayabao), Sundig (Butig), Singcara (Lumbayanague), Extension (Wao), Bangon Poblacion (Pagayawan), Dimagalin (Kapai), Madaya (Maguing), Eastern (Wao), Balut-Madiar (Tamparan), Dibarosan (Madalum), Lilod (Buadipuso Buntong), Mangayao (Taraka), and Bubong Guilopa (Mulondo).

MILG Lanao del Sur Provincial Director Cader D. Indar Jr. emphasized that these barangays serve as examples of how effective local governance can create positive change. He highlighted that their success reflects the value of prioritizing service over neglect in local administration.

The provincial government held a ceremony at the provincial capitol gymnasium on February 6 to formally recognize the top-performing barangays. Provincial Governor Mamintal A. Adiong Jr. and Vice Governor Mohammad Khalid R. Adiong presented checks amounting to P1.5 million each to the winning barangays. These funds will be used for projects that address the specific needs of their communities.

Indar also praised the BOMBIT program for its focus on rewarding barangays that demonstrate exemplary local governance.

“The BOMBIT Program stands as a testament to the transformative power of local governance, recognizing barangays that have not only fulfilled their duties but have exceeded expectations in serving their communities,” he said. 


Governor Adiong explained that the program, launched in 2019, is designed to identify and empower barangays that excel in governance, public service delivery, and community engagement. He also detailed the process by which a committee, led by the Provincial Information Office, assesses barangays through field visits and evaluations to ensure they meet governance standards and effectively address the needs of their residents.


“This initiative recognizes the barangays that have shown excellence in fulfilling their duties as outlined in the 1991 Local Government Code and other related laws. We hope this will inspire other barangay LGUs to elevate their performance and foster a culture of good governance,” Gov. Adiong noted.



For his part, Vice Governor Adiong emphasized that the BOMBIT Program is part of the provincial government’s strategy to encourage barangays to deliver quality services to their communities. He also pointed out that the program is the first of its kind in the Philippines, recognizing barangay LGUs based on their performance.

Datu Dipangampong Unda, Punong Barangay of Langi Talub in the municipality of Masiu, expressed his appreciation for the recognition and credited the success to the active participation of his constituents. “Since I became Barangay Chairman, I have consistently urged my constituents to help me improve our barangay. First Mindanaoan to receive the 2025 Gusi Peace Prize



MARAWI CITY (PIA) — Ambassador Barry S. Gusi, chairperson of the Gusi Peace Prize, announced that Lanao del Sur Governor Mamintal A. Adiong Jr. will be the first Mindanaoan to receive the 2025 Gusi Peace Prize. Adiong, a notable leader from Mindanao with a Muslim background, will represent the Philippines in this international award, often regarded as the Asian counterpart of the Nobel Peace Prize.

During his visit to Marawi to make the announcement, Gusi highlighted that Adiong’s leadership and commitment to his constituents made him a deserving recipient of the Gusi Peace Prize International Award for Peace.

“Unknown to many, he has done his best to protect his people. His political governance is admired not only in Mindanao but the whole nation. Another thing is his compassion for the people, how he touches the lives of the people, genuinely kind-hearted,” Gusi explained.

Gusi clarified that the nomination was not his personal decision alone but the result of a collective choice made by both the Gusi Peace Prize Philippine and international committees.

He said Adiong’s nomination stems from his actions during the 2017 Marawi Siege, when, despite the risks, he chose to remain with his people to protect them during the conflict. His leadership has also been recognized for its focus on improving the lives of his people.

Adiong’s initiatives include peacebuilding programs, livelihood assistance for affected communities, and the creation of the Provincial Committee on Women, Peace, and Security. He has worked to reintegrate former violent extremists into society through education and community-based initiatives. During the COVID-19 pandemic, Adiong led health and economic recovery efforts, including the setup of quarantine facilities and distribution of medical supplies. His focus on sustainable development has been integral to Lanao del Sur’s recovery, with an emphasis on healthcare, infrastructure, economic progress, and governance.


In his acceptance speech, Adiong expressed gratitude for the nomination, recognizing it as a collective achievement. He thanked the various individuals and organizations that supported him throughout his tenure, including government agencies, civil society groups, and local officials like Vice Governor Mohammad Khalid Adiong and the Sangguniang Panlalawigan.

“As a Governor, I have always understood that my role is not just to govern, but to serve—a duty to advocate for the well-being, prosperity, and future of the Meranaw people who entrusted me with their votes and dreams. This nomination is a reflection of that commitment, and I am deeply moved to know that our work together,  in all sectors, has made an impact that resonates beyond our local borders, gaining international attention and recognition,” Adiong said.

The Governor expressed his continued dedication to work tirelessly for peace, promote justice, and focus on the welfare of every individual. He hoped that the nomination would not be seen as an end but as an invitation for everyone to continue striving for a Lanao del Sur, a BARMM, and a world where peace is not just a concept discussed but a reality experienced.

The Gusi Peace Prize, established in 2002, recognizes individuals and organizations contributing to peace, humanitarian efforts, and social justice worldwide. It is named after the Gusi family, known for their advocacy of peace and social change.

Army commander seeks to rebrand Lanao del Sur as a province of HOPE



MARAWI CITY (PIA) — A brigade commander of the Philippine Army in Lanao del Sur has called for a collective effort to rebrand Lanao del Sur as a province of HOPE (Honest, Orderly, and Peaceful Elections) as the 2025 elections draw near.

In his address during the Change of Command Ceremony of the 103rd Infantry Brigade on February 5, Colonel Billy O. Dela Rosa, the newly appointed commander, emphasized the importance of transforming the province’s image and breaking the stereotype of election violence.

“I call on all politicians seeking various elective positions to unite with us in rebranding the image of our province into one characterized by honest, orderly, and peaceful elections,” he said.

Dela Rosa emphasized that achieving this goal requires unified efforts from officials, leaders, communities, and civil society.

“Bilang inyong bagong commander ng brigade na ito sa probinsiya ng Lanao del Sur and part ng Lanao del Norte, aking panalangin at pagpakumbaba na hilingin sa inyong lahat na sa darating na election ay ating pagtulungan na ang ating mahal na probinsiya ay magkaroon ng bagong mukha. Mukha ng maayos at mapayapang election,” he said.

New 103rd brigade commander outlines strategy for peace and security in Lanao del Sur



MARAWI CITY (PIA) — Colonel Billy O. Dela Rosa, the newly appointed commander of the 103rd Infantry “Haribon” Brigade of the Philippine Army, presented his vision for peace in Lanao del Sur and plans for tackling ongoing security challenges in the province.

In his remarks during the brigade’s change of command ceremony on Wednesday, February 5, Dela Rosa acknowledged the significant challenges ahead, particularly in sustaining the progress made by his predecessor and ensuring the complete defeat of remaining threat groups in the area.

“I face the challenge of sustaining our gains and ensuring the enemy’s total defeat. I will continue the relentless, decisive military operations initiated by my predecessor, utilizing multi-discipline intelligence as a base against the remaining threat groups until they are defeated,” he said.

Dela Rosa emphasized that achieving this military success is essential for fostering a lasting culture of peace, which is at the core of his mission.

Eradicating the Culture of Rido

Dela Rosa outlined major focus areas that he believes are critical for ensuring long-term stability in Lanao del Sur. First, he highlighted the need to address the deep-rooted problem of clan feuds, known as “rido“, which have long plagued Mindanao, including Lanao del Sur.

“Rido is a stigma that not only affects our beloved province but also other provinces in Mindanao,” he explained.

He stressed that this conflict-driven culture poses major challenges for security forces and communities.

With this, Dela Rosa expressed his commitment to transforming the negative connotation of “rido “into a positive force for change.

He emphasized the importance of working closely with religious and traditional leaders, whom he views as essential allies in creating a factual narrative and countering extremist ideologies.

“We need to capacitate this group to be resilient against any threat so they can provide us with the right religious narrative, as this is the venue that some threat groups are exploiting to gain sympathy and expand their organization’s influence,” he said.


Combating the Proliferation of Small Arms and Light Weapons

Dela Rosa stressed the urgent need to curb firearm proliferation, a key driver of community violence. While mechanisms exist, the new brigade commander acknowledged the challenges faced by security forces in effectively enforcing these measures.

He cited the success of Isabela City in Basilan, which launched the Small Arms and Light Weapons (SALW) program in 2021 to prevent the spread of loose firearms.

“Isabela City has become a pioneer in this mission. In July 2024, Basilan province also signed a memorandum of understanding with the 101st Brigade to further support the implementation of the SALW program,” he noted.

While this example has been effective in Basilan, Dela Rosa emphasized the need for similar efforts in Lanao del Sur.

“For me to succeed in this endeavor, I need the unwavering support of our local government units, particularly the local chief executives, to sign similar memoranda of understanding,” he said.

The SALW Program is one of the components of Annex on Normalization under the Comprehensive Agreement on the Bangsamoro (CAB). This empowers LGUs to regulate gun movement and streamline firearm registration at the barangay, city, and municipal levels.

Meanwhile, Dela Rosa reaffirmed his commitment to the 103rd Infantry Brigade’s mission and expressed confidence that peace and stability can be achieved in Lanao del Sur with unity, collaboration, and decisive action.

MARAWI CITY (PIA) — Local chief executives in the province of Lanao del Sur and peace stakeholders gathered at Kampo Ranao, this city, on Wednesday, February 5, to welcome the new commander of the 103rd Infantry “Haribon” Brigade.

The Philippine Army has installed Col. Billy O Dela Rosa to take over the reins from MGen. Yegor Rey P. Barroquillo Jr, who assumed the new Chief of Staff of the Philippine Army (CSPA).

MGen. Gabriel C. Viray III, commander of the 1st Infantry Division, led the ceremony, underscoring the military’s unwavering commitment to its mission and values.

In his speech, Viray emphasized the importance of the time-honored tradition of the Change of Command ceremony, which signifies continuity, stability, and continued dedication to the mission at hand.

He commended Barroquillo for his exemplary track record and experience in military service and expressed confidence that Dela Rosa would continue to lead the 103rd Infantry Brigade with competence and integrity, ensuring the brigade remains a formidable force for peace and stability in the region.

“His familiarity with the operational landscape, his leadership acumen, and his extensive experience in counterterrorism and security operations will ensure the continued effectiveness of the 103rd Infantry Brigade,” he stated.


Viray also called on the officers, enlisted personnel, and civilian employees of the 103rd Infantry Brigade to unite and offer their full support to their new commander. He stressed the importance of maintaining discipline, commitment, and professionalism as the brigade plays a crucial role in national security.

For his part, Dela Rosa expressed his gratitude for the trust placed in him and reiterated his dedication to the brigade’s mission. He committed to continuing the decisive military operations started by his predecessor, leveraging multi-disciplinary intelligence until all remaining threat groups are neutralized. 936 Marawi IDPs receive financial aid from BARMM gov’t



MARAWI CITY (PIA) — To continuously support Marawi’s recovery, 936 internally displaced persons (IDPs) from the city’s most affected areas (MAA) received financial assistance from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government, with each individual receiving P5,000.

The aid aims to provide direct financial support to IDPs who were not biometrically registered under the Kathanor program but were still affected by the 2017 siege.

The Marawi Rehabilitation Program (MRP) of the Office of the BARMM Chief Minister and the Ministry of Social Services and Development (MSSD) conducted the January 24 and 30 payouts.

Among the recipients, Unotan Palao Arato expressed his gratitude, saying, “I’m very thankful to the BARMM administration for giving me this financial assistance.”

He added that the financial aid would help him buy the maintenance medicines he needed, which he has struggled to afford.

Another recipient, Mobar M. Makadaag from Barangay Moncado Colony, also expressed his appreciation for the assistance, which he will also use for his maintenance medicines.

Mohammadali B. Yusop, 70, of Barangay Moncado Kadingilan is likewise grateful. He expressed his thanks in the local dialect, saying, “Panalamatan aken a BARMM-MRP ago MSSD sa kiyabege iran rekami sa assistance (I am thankful to the BARMM-MRP and MSSD for giving us assistance).”

Ibrahim P. Batanto of Barangay Biaba Damag, on the other hand, conveyed his gratitude not only to the BARMM-MRP and MSSD but also to the regional government’s chief minister.

Meanwhile, MSSD Minister Raissa H. Jajurie underscored the significance of this support in the ongoing recovery efforts. She emphasized that the financial assistance is part of their commitment to providing relief and helping the people of Marawi rebuild their lives.

Jajurie also highlighted the newly enacted IDP Law in the BARMM, the first of its kind in the country. She said this law seeks to implement comprehensive programs to support protractedly displaced persons and their communities in achieving durable solutions.
