To improve the living condition in the province, government agencies distributed assistance packages to pre-identified beneficiaries and laid down their respective poverty-eradication programs during the launching of the Comprehensive Reform and Development Agenda (CRDA).
The CRDA is the socio-economic package of the Duterte administration on peace and poverty alleviation in the Autonomous Region in Muslim Mindanao (ARMM) and conflict-affected areas in Mindanao.

The launching, highlighted by the ceremonial distribution of assistance packages, was simultaneously held in the ARMM and conflict-affected areas in regions 9, 10 and 12 on October 29, 2016.
In Lanao del Sur, the Technical Education and Skills Development Authority (TESDA) awarded scholarship grants to ten indigent youth. The grant is open for any TESDA course and valid from November 2016 to December 2017.
Jamil Panontongan, a recipient of the grant expressed gratitude for the scholarship. “Nagpapasalamat kami sa TESDA na tumutulong lalo na sa mga nangangailangan tulad namin na hindi kayang makapag-aral sa kolehiyo. Maraming salamat sa TESDA at kay Pangulong Duterte” (We are thankful to TESDA which is helping those who cannot afford to go to college like us. Thank you TESDA and President Duterte), he said.

The Mindanao State University (MSU) also rendered 15 scholarship slots to deserving students under its New Scholarship Grants for Peacebuilding and Poverty Alleviation. The scholarship covers free tuition and other schools fees effective second semester of school year 2016-2017.
Dr. Mariam Diron, MSU vice chancellor for academic affairs, said the assistance will enhance the access to quality education and close existing gaps created by inequities. It will also develop productive members of the society.
“I am thankful for being one of the grantee for this scholarship. This will not only help us financially but it will also encourage us to exert our best efforts in our studies,” said Fatima Sakinah Otara, a BS Secondary Education student.
Chemical Engineering student Nural Anah Macapodi, on the other hand, said she is grateful for the scholarship. “It is a blessing especially that school expenses are not too costly,” she said.

Also extending their assistance during the launching were the Bureau of Fishery and Aquatic Resources (BFAR), Department of Agriculture (DA), and Philippine Health Insurance Corporation (PhilHealth).
PhilHealth distributed free member data record (MDR) to eight government-sponsored members.
BFAR, on the other hand, handed over certificates of project ownership for one portable smokehouse each to five fisherfolk associations in Balabagan, Butig, Madalum, Marantao and Masiu.
