Lanao Sur SP holds public consultation on expanded prov'l revenue code


The Sangguniang Panlalawigan (SP) of Lanao del Sur, in coordination with the Provincial Treasurer's Office and the Provincial Legal Services, conducted a public consultation on the proposed expanded Provincial Revenue Code, August 30, to generate funds and revenue sources that the government can use to supplement the implementation of projects and programs for the people and the province itself.

Provincial Vice-Governor Mohammad Khalid Raki-in Adiong presided over the event with the municipal treasurer officers from different municipalities, representatives, and some line agencies.

SP Legislative Staff Officer Lawyer Princess Haeba A. Guinar-Adiong, who presented the proposed expanded local revenue code, said only a few items are recommended for amendments, such as the imposition of fees and taxes.

She emphasized that the proposed revenue code aims to increase the province's income.

"Since there is already present revenue code, marami yung hindi pa nareflect doon na impositions na nasa batas naman na pwedeng kolektahin ng probinsya. So kaya siya expanded kasi nilagay natin doon yung hindi nailagay noong unang inadopt yung revenue code," she said.

(Given the existence of the current revenue code, several impositions have not yet been reflected in the law that remains collectible by the province. Therefore, an expanded code would include what was initially left out when the revenue code was first adopted).

Among the proposed amendments are on the transfer of real property ownership, where a penal clause was added, which states that "a penalty of one thousand pesos (P1,000) on the tax due per year after sixty (60) days from the date of the execution of the deed. Also, those with a printing and publication business must present proof of payment to local government units before applying for or renewing a business permit.

Moreover, all amusement places are imposed 30 percent of the gross receipts from admission fees and 10 percent in the case of video houses.

The professional tax requires a payment of P300 for all professionals and a fixed annual tax of P500 is imposed on delivery trucks or vans used by manufacturers, producers, wholesalers, and retailers dealing in specific products.

Other amendments are on Quarry Operations and Sand and Gravel Utilization, a uniform service fee for health examinations in all hospitals within the province's jurisdiction, among others.

Meanwhile, Vice-Governor Adiong reminded everyone how important tax is when it comes to governance as it becomes the government's lifeline. 

He also hopes that the proposed expanded revenue code will be adapted and implemented well. (JND/PIA-10/Lanao del Sur)
