Bangsamoro Disaster Council approves DRRM, recovery plans in Q1 2024 meeting


The Bangsamoro Disaster Risk Reduction and Management Council (BDRRMC) greenlights the 1st Bangsamoro Disaster Risk Reduction and Management Plan 2023-2028 and the Bangsamoro Rehabilitation and Recovery Plan 2023-2028, addressing El Niño concerns and others in its first regular meeting for 2024 via teleconference, February 1.

The meeting, chaired by Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod Ebrahim Al Haj, addressed crucial issues and laid the groundwork for strategic actions to mitigate the impact of disasters.

BARMM Chief Minister Ebrahim Al Haj opened the meeting by expressing gratitude to the dedicated BDRRMC members for their collaborative efforts in addressing the region's needs. 

Highlighting the Council's accomplishments in 2023, he emphasized the crafting of plans and mechanisms to steer the Bangsamoro region towards greater resilience in the face of disasters.

The meeting approved eight resolutions, including the 1st Bangsamoro Disaster Risk Reduction and Management Plan 2023-2028 and the Bangsamoro Rehabilitation and Recovery Plan 2023-2028. These comprehensive plans outline the region's strategies to mitigate the impact of disasters and facilitate a swift recovery.

With the recent developments of the El Niño phenomenon and its projected effects on BARMM, the Bangsamoro Regional Emergency Assistance and Disaster Incidence (READi) has also been directed to lead the formulation of the Bangsamoro Action Plan for El Niño. 

The Council likewise urges the active participation of various ministries, agencies, and offices to prepare for the anticipated challenges.

Other crucial decisions made during the meeting include the approval of the Post-Disaster Needs Assessment (PDNA) Final Report on STS PAENG, the BDRRMC Internal Rules for Meetings, the Regional Local Disaster Risk Reduction and Management Plan (LDRRMP) Review Board Guidelines, the proposed additional members of the BDRRMC, and the Regional Rapid Damage and Needs Assessment (RDANA) and PDNA Teams.

Present at the 1st BDRRMC meeting were representatives from the Ministry of Interior and Local Government (MILG), Ministry of Science and Technology (MOST), Ministry of Social Services and Development (MSSD), Bangsamoro Planning and Development Authority (BPDA), Bangsamoro Human Rights Commission (BHRC), Ministry of Health (MOH), Ministry of Basic, Higher, and Technical Education (MBHTE), Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), Ministry of Trade, Investment, and Tourism (MTIT), Ministry of Labor and Employment (MOLE), Ministry of Transportation and Communications (MOTC), Ministry of Finance, Budget, and Management (MFBM), Ministry of Environment, Natural Resources, and Energy (MENRE), Office of the Chief Minister - Technical Management Services (OCM-TMS), Office of Civil Defense in BARMM (OCD BARMM), Western Mindanao Command (WESTMINCOM), Southern Governance and Development Authority (SGADA), and DRRM officers from the provinces of Basilan, Lanao Del Sur, Maguindanao Del Norte, and Maguindanao Del Sur, as well from thec cities of Cotabato and Lamitan.
