“Oplan Bayanihan” is a paradigm shift to winning peace


MARAWI CITY, Lanao del Sur, March 11 (PIA) --- Col. Daniel Lucero said “Oplan Bayanihan” is a paradigm shift on how the Armed Forces of the Philippines (AFP) views its internal security operations that focuses more on wining the peace instead of defeating the enemy.
This was how Lucero, Commander of the 103rd Infantry, Philippine Army, based in Kampo Ranao, Marawi City, described Oplan Bayanihan when he presented it to the members of the provincial peace and order council (PPOC), during a meeting, recently.
“Beyond the immediate goal of diminishing the armed capability of threat groups, the AFP will focus on the long-term and more important effects of its military operations on the people and the communities,” he said.
He emphasized to win the peace, two approaches are necessary under the new IPSP: the whole-of-nation and people-centered.
Lucero explained that the role of AFP in the whole-of-nation approach is to catalyze the involvement of all stakeholders and facilitate the synergy of all efforts.
It will also engage its counterparts and partners through consultations and dialogues, forge partnerships, and build a broad peace and security constituency.
He said “Bayanihan” is about creating a concept and understanding of security that is shared, not just among security forces and government institutions, but also with civil society and the communities.”
On the other hand, he cited that the people-centered approach, which is within the human security framework, puts the people’s welfare at the center of military operations.
“The AFP shall implement measures to enhance the understanding of troops on the concept of human security by supporting local capacity building activities that tackle human security agenda and mobilizing the broadest possible participation of all stakeholders,” Lucero further said.
The Bde Commander underscored that in order to achieve lasting and meaningful results, all AFP operations must adhere to the human rights, international humanitarian law and the rule of law and that all stakeholders must be involved in the pursuit of internal peace and security.
“While it is true that the country has long been saddled by diverse threats to its internal peace and security, the AFP believes that peace and security can be fully achieved through the concerted and united efforts of all stakeholders,” Lucero added. (Apipa Bagumbaran/PIA-10 Marawi)
