Marawi gets public's overwhelming response to nat'l vax days

MARAWI CITY, Lanao del Sur--The local government here welcomed the overwhelming response of its citizenry after it launched Monday the three-day intensive national vaccination drive dubbed Bayanihan, Bakunahan.

City Health Officer Dr. Ali Dalidig said as they have opened 11 vaccination sites, they received reports that lots of residents flocked to get vaccinated.

"Overwhelming iyong acceptance ngayon ng ating mga kababayan dito sa Bayanihan, Bakunahan. I hope tuloy-tuloy ito hanggang mareach natin ang 70% target natin, ang herd immunity," he said.

[The acceptance of our fellowmen here of the Bayanihan, Bakunahan is overwhelming. I hope this continues until we reach the target 70%, the herd immunity.]

Based on the 2020 national census, the city has 211,352 estimated total population, and accordingly, 70% of this is 133,512. Per the tallied vaccination status, the City Health Office (CHO) has vaccinated 23% of the eligible population which constitutes 30,000 residents, but only 11% is fully vaccinated. 

With the given data, Dalidig stressed they still have to inoculate more, targeting 27,000 vaccinees per day.

He called on the public to go to the nearest vaccination hub and be immunized to hit herd immunity and get protection from the persisting COVID-19.

"Huwag maniwala sa fake news. Maniwala tayo sa ating mga doktor at local chief executives dahil lahat sila ay nagpabakuna," said Dalidig.

[Do not believe in fake news. Let us believe in our doctors and local chief executives because all of them got vaccinated.]

The city health officer likewise underscored that with the positive vaccination status, permission to resume the face-to-face classes in the city will be issued, thus, enjoining youths and parents to have themselves vaccinated.

To convince even more of his constituents, Mayor Majul Gandamra is said to have requested the Bangsamoro region's Ministry of Social Services and Development more than 100,000 ten kilos of rice to be distributed to each vaccinated person during the national vaccination days. (CRG/PIA-Lanao del Sur)

Security force backs Lanao Sur’s intensive vax drive

MARAWI CITY, Lanao del Sur--With the commencement of national vaccination days in the province of Lanao del Sur, the security sector conveyed it is backing the efforts of the local government and the teams in the front line of the intensive immunization against coronavirus disease (COVID)-19. 


Philippine Army’s 103rd Infantry “Haribon” Brigade Commander BGen. Jose Maria Cuerpo stressed that they are supporting the health sector and the whole government to safely carry out their mission as they strive for the nation's recovery from the pandemic which caused major disruption in personal, economic, and social lives.

"Panahon na na maging katulong at katuwang tayo sa ating bayan sa pagiging isang bayani by having vaccinated today and the next days to come upang maiwan natin sa ating mga anak at mga apo ang isang healthy, safe at magandang kinabukasan sa ating bayan," he said. 

[It is time to aid and assist our country in being a hero by having vaccinated today and the next days to come so that we can leave to our children and grandchildren a healthy, safe and wonderful future.]

Cuerpo firmly believed that with COVID-19 immunization, the pandemic will be concluded with the normalcy of lives restored.

Meanwhile, Lanao del Sur Provincial Police Office (PPO) Director PCol. Christopher Panapan underscored the vaccination drive as a sacrifice of each one, which is why all citizens must be united to attain herd immunity.

"This problem is not only a problem of Lanao del Sur and the Philippines. It is a global problem that needs the participation, cooperation and collaboration of every agency for us to win this war. Unseen ang kalaban natin at kung hindi tayo magkaisa, paano tayo mananalo [Our enemy is unseen and if we do not get united, how will we win]?" he said as he reported that the population of the Philippine National Police (PNP) in the province is 98% fully vaccinated. 

Panapan reiterated that religious scholars have issued a statement confirming the COVID-19 vaccines are not haram, depriving the public of such an excuse to not submit themselves for vaccination.

MARAWI CITY, Lanao del Sur --As a new coronavirus disease (COVID)-19 variant named Omicron was discovered, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) through the Ministry of Health (MOH) appeals to the public to get vaccinated now that it poses a threat of entering into the country.


“Nagbabadya ang bagong variant na omicron. This is very dangerous… We really do not know kung kailan dadating at sana hindi na dadating sa ating bansa itong omicron variant. Pero bago dumating iyan, dapat siguraduhin natin na bawat isang Pilipino ay bakunado at protektado sa virus na ito dahil nanganganib ang ating buhay,” said Health Minister Dr. Bashary Latiph in the launching of the three-day aggressive nationwide vaccination drive dubbed Bayanihan, Bakunahan. 


 [The new omicron variant is threatening. This is very dangerous… We really do not know when this will arrive and I hope this omicron variant does not enter our country. But before that enters, we should make sure that each Filipino is vaccinated and protected from this virus because our life is in danger.] 


 Latiph reiterated that the pandemic does not end yet as new variants spring and affect the world, including the alpha, beta and delta variants, among others. With the existence of these, he stressed that the COVID-19 pandemic remains a minacious challenge that takes part in the human crisis given its severe health and socio-economic consequences leading to lockdowns and ‘no movement on Sunday’ policy.

Latiph firmly conveyed that this has to end in the soonest possible time and such can be done through the national vaccination days which will at least intensify and maximize healthcare workers and different departments of the government to converge in vaccinating the citizenry. 


“Ito ay para sa ating lahat para bumalik tayo sa ating ekonomiya at normal na pamumuhay [This is for all of us so that we can get back our economy and return to our normal lives]. As we all know that the COVID-19 pandemic has caused significant disruption and hardships in many aspects of our lives and it has continued weighing heavy in our national economy,” he said. 


The health minister hoped that when the year 2022 enters, herd immunity is attained with 70% of Filipinos immunized, believing this is the only means to get through this global health crisis. 


The BARMM government underscored that the vaccination will still go on even after the national vaccination days and citizens must not lean on fake news, rather, they should believe in scientific studies and take advantage of this vaccination opportunity as they do not have excuses anymore considering vaccine supply in the Bangsamoro region is sufficient with almost all brands of vaccines offered, and 600 to 700 vaccination sites opened with adequate manpower. MARAWI CITY, Lanao del Sur —The 103rd Infantry Brigade of the Philippine Army based in Kampo Ranao, this city, expressed its full support to the conduct of ‘Bayanihan, Bakunahan’ drive from November 29 to December 1, 2021.


“Ang inyong security sector ay nasa likod ng ating mga kasamahan sa health sector at sa buong gobyerno na matulungan natin ang ating bansa na makabangon sa mas maagang panahon sa pandemya na sumasalanta sa atin sa personal, ekonomikal at social lives natin,” said BGen. Jose Maria Cuerpo II, commanding officer of the Brigade, during the kick-off of the three-day massive vaccination drive held at the Provincial Capitol Grounds.


[Your security sector is behind our colleagues in the health sector and the entire government to help our country recover earlier from the pandemic that is plaguing our personal, economic, and social lives.]


Cuerpo who is also an active member of the Provincial Inter-Agency Task Force (PIATF) said the 103rd Brigade remains steadfast in its commitment to help health workers to administer the vaccination safely in the province.


The brigade commander also called on residents of Lanao del Sur who have not been vaccinated to become heroes by submitting themselves to vaccination in the next days to come.


He said getting vaccinated is the best legacy for the next generations.

MARAWI CITY, Lanao del Sur—As support to the government’s intensified vaccination campaign, the Ministry of Social Services and Development (MSSD) of the Bangsamoro government distributed 10 kilos of rice each to individuals who got jabbed during the National Vaccination Days.


Ito po ay ang ating convergence bilang isang ahensiya rin na tumutulong sa ‘Bayanihan, Bakunahan’ ngayong araw (November 29) hanggang December 1,” said Yasmira Pangadapun, Provincial Social Welfare of MSSD Lanao Sur A who led the rice distribution at the Marawi City Hall Gym.


[This is our convergence as an agency that also helps with ‘Bayanihan, Bakunahan’ today (November 29) until December 1.]


The National Vaccination Days dubbed as ‘Bayanihan, Bakunahan’ aims to achieve population protection through the convergence efforts of national government agencies, local government units, and the private sector to vaccinate some nine million Filipinos nationwide from November 29 to December 1, 2021.


In Lanao del Sur, the nationwide simultaneous vaccination drive against COVID-19 targets to cover 300,000 individuals who have not been inoculated yet.

Pangadapun ensured that MSSD has enough supply of rice to cater to vaccinated individuals.


“Siniseguro natin na lahat ng magpapabakuna mula November 29 hanggang December 1 ay mabibigyan natin sila,” she said.

LDS doubles time amid challenge in hitting herd immunity

MARAWI CITY--The provincial government of Lanao del Sur now strives to meet the challenge of attaining herd immunity.

Lanao del Sur Provincial Health Officer (PHO) II Dr. Alinader Minalang stressed during the kickoff of the nationwide Bayanihan, Bakunahan here that they are ramping up their efforts to vaccinate 70% of the target population. 

“As of the moment, we have reached 40% more or less full vaccination in the entire world and our country has already reached about 35% but we have a challenge here in Lanao del Sur. We are only about 9% that have been declared fully vaccinated. We are way behind our target of getting the 70% herd immunity level… We have to work double-time in order for us to reach this target,” he said. 

Minalang said with the three-day intensified vaccination drive at least 300,000 residents of Lanao del Sur or 100,000 vaccinees per day must be catered to. 

As such, he shared that they have prepared for the program wherein more than 300 vaccination hubs were installed in different municipalities with the support of various organizations and volunteers which also reached the count of more than a thousand comprising health and non-health personnel.

The PHO also stressed that as this effort employs a whole-of-nation approach, a collaborative effort must be highlighted involving government line agencies, private organizations, stakeholders, and volunteers, among others.

He underscored that the responsibilities constituted in the vaccination program are not limited to the government and health workers alone as each one has its own role to play.

Minalang conveyed that an evident collaboration of different sectors was already witnessed even during the preparation stage for the nationwide vaccination drive until its launching proper which then manifested the much-needed commitment to help the country and the government. Nonetheless, the citizenry was still urged to remain working as one, converging and joining efforts to meet the common goal.

With everyone driven to double time and attain the longed herd immunity, Minalang is optimistic that the campaign will successfully be carried out.

“As we journey towards that goal of getting herd immunity, we are also hoping that we can now go back to normalcy both in terms of health and economy. We are doing this not only for health but we are also doing this in order to open up our economy and restore normalcy in our country and in this particular part of the region,” he said. MARAWI CITY--The government has once again highlighted the power of collaboration in the fight against the coronavirus disease (Covid)-19 through a three-day simultaneous vaccination activity nationwide.


The drive dubbed ‘Bayanihan, Bakunahan’ aims to inoculate nine million Filipinos from November 29 to December 1, 2021 to achieve herd immunity. In the Bangsamoro region, the target is to vaccinate 900,000 individuals of which 300,000 will come from Lanao del Sur province.

“This is the first time in the history of our country to have a mass intensification in terms of information drive, in terms of manpower. This is a whole-of-society approach, a whole-of-government approach to vaccinate our population. I hope within the three days makamtan natin dito sa BARMM ang ating target na (we can reach our target of) 300,000 per day,” said Health Minister Dr. Bashary Latiph during the campaign's ceremonial kick-off in Lanao del Sur held at the Provincial Capitol Grounds on Monday.

He said logistics and manpower were mobilized through the support of the different lines agencies of the government, security sector, and partner non-government organizations to ensure the success of the vaccination drive.

According to him, the President decided to have this three-day inoculation activity so that all sectors of the society, as well as the various offices of the government, can help in the vaccination efforts.

Latiph said the Covid-19 pandemic has caused significant disruption and hardships in the lives of Filipinos and continues to weigh heavy on the national economy. Thus, he appealed to the Bangsamoro people to grab the opportunity provided by the government and get vaccinated against Covid-19 during the three-day drive.

“Tulungan natin ang ating sarili, iligtas natin ang ating sarili at ang ating pamilya sa pandemyang ito na nakakahawa. Wala po itong gamot kung hindi po ang pagbabakuna. Ito po ay para sa ating lahat para bumalik tayo sa ating normal na pamumuhay,” he further said.

[Let’s help ourselves, let’s save ourselves and our families from this contagious pandemic. There is no medicine except for vaccination. This is for all of us so that we can return to our normal lives.]

The health minister also emphasized that the vaccination campaign will continue even after the three-day Bayanihan Bakunahan especially with the threat of the Omicron variant.

Lanao del Sur begins 3-day Bayanihan Bakunahan drive

MARAWI CITY--The province of Lanao del Sur began Monday the most aggressive vaccination drive of the government aiming to inoculate 300,000 individuals against the dreadful coronavirus disease (Covid)-19.


Dr. Alinader Minalang, chief of the Integrated Provincial Health Office and deputy chairperson of the Provincial Inter-Agency Task Force, said they are targeting to vaccinate at least 100,000 residents per day.


"What we are aiming is to reach as much as possible the most number of persons here in Lanao del Sur so we can get nearer to our goal of providing community protection or herd immunity by giving vaccines to 70% of our population," he said.


According to him, only 9% of the targeted population in Lanao del Sur were declared fully vaccinated and such achievement is way behind the herd immunity level that is why they have to work double-time for them to reach the target vaccinees.


To do this, more than 300 vaccination hubs were opened in the different municipalities in the province to cater to vaccinees during the three-day vaccination drive. More than 1,000 youth volunteers from the Bangsamoro Youth Commission, Red Cross, non-government organizations, and nurses from the Mindanao State University-College of Nursing were tapped to assist in the massive vaccination rollout.


Minalang appealed to unvaccinated Lanao del Sur residents to cooperate and take the opportunity to get inoculated and be protected from Covid-19.


"We are doing this not only for health but we are also doing this for us to open up our economy and restore normalcy in our country and in this particular part of the region," he further said. (APB/PIA Lanao del Sur)

LGU Taraka showcases 3M drive to boost revenue collections

MARAWI CITY—The local government unit (LGU) of Taraka in Lanao del Sur bannered its “Makinig, Matuto, Magbayad (3M) drive in an expo in Cagayan de Oro City hoping other LGUs that are dependent on internal revenue allotment (IRA) could learn and replicate.

The 3M drive has increased the LGU revenue collections from P51,914 in 2015 to P1,078,772.13 in 2020. It was also recognized by the Bangsamoro government as one of the LGU best practices under the 
LGU Grant Assistance for Innovative Practices for 2020.

Saima Hamim, program officer of LGU Taraka, said the 3M aims to change the negative perception of their constituents on taxation and increase their appreciation of the value of fulfilling their tax obligations.

She said 3M also seeks to increase the available funds of the LGU for the realization of its projects and programs meant to improve the quality of life of its constituency.

The program consists of three components, namely, intensified tax information and education campaign, capacity development, and rewards scheme.

Under the first component, the LGU conducted a house-to-house campaign to explain why should business owners pay taxes and its benefits to the community.  Religious leaders were also tapped in the conduct of social dialogues to help convince the people to pay taxes. Flyers, tarpaulins, and other IEC materials written in the local dialect were likewise distributed.

Seminars were further conducted to convey ideas on how to generate income without being dependent on assistance from the national government.

The capability development involves workshops for officials and employees of the municipal government and barangay LGUs to train them on to perform their functions in collecting taxes and the processes in a business application so that they can help in educating their constituents.

Through its established its Compliance Monitoring System, LGU Taraka also gives incentives to those supportive of the 3M drive and paying their taxes on time. 

"Yung sa rewards scheme may tinatawag kaming Compliance Monitoring System kasi di naman tayong pwedeng mag-award nalang tapos wala tayong basehan. Yearly inievaluate namin sila tapos nagseselect kami ng 20 best taxpayers at nagkakaroon kami ng specific awarding ceremony for them," Hamin further said.

[In the rewards scheme, we have a Compliance Monitoring System because we can't just award without basis. We evaluate them annually then we select the 20 best taxpayers and we have a specific awarding ceremony for them.]

The provision of customized signboards or signage for their business establishments is also one of the incentives given to the best taxpayers.

Collections fund LGU projects 

Through the increased revenue collections, LGU Taraka was able to establish a Municipal Library Hub benefiting both teachers and learners during the ongoing health crisis. Teachers were also able to print their modules as the library is equipped with computers and printers. The library is likewise used by the LGU for its summer reading program.

Hamim emphasized that the best way to engage the public to pay taxes is to explain to them where the collections are spent.

"Na hindi siya (taxes) ginagamit for the LGU’s gains or whatsoever. Na ginagamit yan para sa education programs or any soft projects na pwedeng e-undertake ng LGU without having the need to lobby these to any government agency," she said.

Municipal mayor Nashiba Sumagayan also maintained that when local chief executives are implementing a program they should show their constituents that they are not putting the collections in their own pockets.

"Dapat pag nagcollect ka, nag-implement ka ng program, makita nila ano yung output, kung saan pupunta ang binabayaran nila na taxes," Sumagayan said.

[When you collect, you implement a program, they should see what the output is, where the taxes they pay will go.]

MSMED plan lays dev’t agenda for entrepreneurs

MARAWI CITY, Lanao del Sur --As mandated to boost the growth of micro, small and medium enterprises (MSMEs), the Micro, Small and Medium Enterprise Development (MSMED) Council pursues the development for business entrepreneurs through a plotted plan and agenda.


Department of Trade and Industry (DTI)-10 Regional Director Ermedio Abang attended the Provincial MSMED Council Expo Thursday, November 26, and shared the success and best practices of the Northern Mindanao MSMED Council in facilitating the growth and development of MSMEs in the region.


In his presentation, he emphasized that the council’s plan highlights the initiatives of the national government in collaboration with the private sector, LGUs, and the academe in response measures to support MSMEs toward sustainable and resilient recovery steps.


“The MSME development plan provides the overall framework to implement a harder line approach to MSME development agenda. The plan and vision on more globally competitive MSMEs that are regionally integrated, resilient, sustainable and innovative thereby performing as key drivers of inclusive Philippine economic growth,” he said.


Abang reiterated the plan is grounded on the idea that the MSME sector is the country’s main engine of economic progress considering it paves the way for job creation, and an increase in investments, exports and assistance. 


“Ninety-nine percent of enterprises in the Philippines is made up of MSMEs. This sector delivers jobs, and increases investments and exports, hence, generating an inclusive business. The plan has a blueprint for integration and collaboration of relevant government and private sector institutions for MSME development,” he said.


As such, the DTI, being the Chair of the council, integrated 7Ms for entrepreneurial development as strategic goals which consist of government mindset, money, mastery, mentoring, machines, models, and market. 


These schemes are pushed with respective competitiveness programs to ensure improvement in the business climate, access to finance, market, innovation and technology, and enhancement of management and labor capacities. 


In Region 10, part of this effort is the 100% establishment of Negosyo Centers in all cities and municipalities with a total count of 96 hubs wherein 89 are local government-based, five are DTI-based and one is academe. This is to offer MSMEs a wide array of business opportunities with coaching and training, registration services, advisory or counseling, product and market development, packaging and labeling, and information awareness. 


Abang also mentioned that businesses impacted by the pandemic were assisted through the P3 COVID-19 Assistance to Restart Enterprises (CARES) Program where interested entrepreneurs may apply online through https://brs.sbgfc.org.ph while Youth Entrepreneurship Program was opened enjoining youth to venture into business wherein 3,572 have benefitted, 58 local cooperators were engaged, two youth organizations were founded and 41 youth joined business organizations.


He further shared the interventions for overseas Filipino workers (OFWs), implementation of Comprehensive Agrarian Reform Program (CARP) and Negosyo Serbisyo sa Barangay, regular conduct of job and business fair, availment of Skills Training for Entrepreneurship and Employment Program (STEEP), upgrading of technology to bolster productivity through shared service facility (SSF) with this year’s P52.2 million approved budget and other more local innovations programs, and adoption of e-commerce wherein 6,521 MSMEs in Region 10 are on-board in its different platforms. 


Currently, the MSMED Council plan continues to take effect and pursue its goals per its enactment that it shall aid the MSMEs in the region and the country in general. (CRG/PIA-Lanao del Sur)
