Lanao Sur gov’t bares 3-year updated executive-legislative agenda


MARAWI CITY, Lanao del Sur (PIA)--Rooted in the aim of advancing further the progress in the province, the provincial government of Lanao del Sur laid out its Executive-Legislative Agenda that shall last for three years beginning 2023 until 2025. 

Provincial government office’s Mohammad Alonto underscored that this agenda is the fusion of the minds of the executive and legislative departments whereby the former sets what are deemed to be the most necessary endeavors while the latter creates actions to back such undertakings.

“Ang executive agenda ay iyong list of programs, projects and activities na priority ng ehikutibo natin. Ang legislative agenda naman natin ay iyong products ng policymaking na translated into legislative measures and ordinances to support iyong priority programs ng executive department natin,” said Alonto during the 2nd-semester Provincial Development Council (PDC) meeting Tuesday, December 13.

Alonto bared that the 2023-2025 ELA would be centered on social services, peace and security, economic and agriculture, environment, infrastructure, governance, and energy sectors. 

To address the social service needs of the province, he stated that the agenda intends to boost the health sector by upgrading the health facilities and making access to these more possible, expanding medical programs for persons with disabilities (PWDs) and elderlies, and improving the attendance of skilled healthcare workers to patients. 

For the social welfare sector, the agenda targets to profile all households in the province to cover more constituents in the monthly medical assistance program, increase the number of immunized children, totally eradicate the malnutrition issue, and answer the necessities of profiled rebel returnees. 

Moreover, the provincial government is looking at having a functional provincial special education (SPED) institution with complete facilities and efficient human resources for the men and women to have equal access to education and job opportunities and ensuring the operationalization of residential care facilities for victims and survivors of violence against women and children (VAWC).

Integrated as well in the three-year ELA is the development of the youth sector through organizing sports, opening youth development centers in all barangays, and securing the functionality of the Local Youth Development Office (LYDO) of all local government units.

As for the plan on infrastructures, the agenda sees to it that the provincial command center would be institutionalized and the community resilience program be enhanced for effective crisis and disaster risk reduction management. The construction of more road networks and other public infrastructures is likewise expected to happen. 

The peace and security sector is likewise given attention as the ELA seeks to reduce ridos or family feuds, get rid of loose and illegal firearms, activate all barangay community peace and order councils, and regulate the registered madrasas and torils. 

Pulling up the economy of the province is additionally magnified by the agenda as it wishes for the foundation of the Local Economic and Investment Promotions Office, intensification of tourism and investment promotion, vitalized cooperative activities, and extension of more programs for employment, entrepreneurship, and livelihood.

Also among the provisions of the ELA are the solutions for the concerns on the energy sector, including the implementation of the partnership with relevant line agencies and prospective investors, bannering of cost-cost-effective uses of new and renewable energy, and identification of potential areas for electrification and eco-zones for private investment purposes.
