MARAWI CITY, Lanao del Sur (PIA)--The provincial government of Lanao del Sur presented in a stakeholders' consultation Tuesday, Oct. 11, a proposed implementing rules and regulations (IRR) that they drafted with the hope of helping fast-track the implementation of the Marawi Compensation Law and assist internally displaced persons (IDPs) fully benefit from the law.
In his opening remarks, Governor Mamintal Adiong Jr. thanked stakeholders and its partners who attended the said consultation and for being one with them in recommending an IRR that is responsive to the needs of the people affected by the siege.
He emphasized that before the proposed IRR was drafted, the provincial government conducted focused group discussions (FGDs) which navigates the challenges in the implementation of the law.
A writeshop followed the FGDs to draft the proposed IRR. It was participated by volunteer lawyers not just from the provincial and city governments but also from Bangsamoro Human Rights Commission, Mindanao State University College of Law, and some non-government organizations.
The governor also clarified that they initiated the drafting of a proposal IRR not because they want to recommend some individuals to the Marawi Compensation Board. He stressed that what they are after is the proper implementation of the law.
The Marawi Siege Victims Compensation Act of 2022 provides tax-free monetary compensation displaced by the 2017 Marawi siege. Claimants may be IDPs whose properties were destroyed; those who lost their loved ones during the five-month war between government forces and the Islamic State-inspired Maute Group; and those whose properties were demolished during the implementation of the Marawi Recovery, Rehabilitation and Reconstruction Program.
Meanwhile, Marawi Mayor Majul Gandamra lauded the provincial government for initiating the drafting of the IRR with inputs from the people on the ground. He underscored that such a move is important because it is they, the people of Marawi, who were directly affected by the siege and their stand regarding the implementation of the law should be heard.
BARMM deputy chief minister Aleem Ali Solaiman also expressed the support of the Bangsamoro government in the draft IRR for the Marawi Compensation Law.
Bangsamoro Human Rights Commission chairperson Atty. Abdul Rashid Kalim likewise conveyed his support to the consultation noting this as a step ahead toward achieving reparation and hopefully toward bringing back the former glory of Marawi.(APB/PIA-10/Lanao del Sur)
