TFBM to ask for exemption from public works ban

MARAWI CITY, Lanao del Sur--Task Force Bangon Marawi (TFBM) will ask the Commission on Elections (Comelec) to exempt infrastructure projects for Marawi rehabilitation from the public works ban ahead of the election season.


This is to ensure continuity in the implementation of the government-led rehabilitation efforts and its completion within the term of President Rodrigo Duterte.

"We can request for exemption considering the nature of projects in Marawi City, that we have to continuously implement the projects," said TFBM chairperson Sec. Eduardo Del Rosario in a press conference Friday, October 15.

A public works ban is imposed by Comelec to prevent politicians from using state resources for their election campaign. The ban which covers disbursement, spending, and construction activities will  run from March 25 to May 8, 2022. 

But the TFBM chief is optimistic that the infrastructure projects for Marawi rehabilitation will not be affected by the ban. 

"Ang election ban naman, I think, ito yung sisimulan pa lang and since ongoing na ang mga projects [for Marawi rehab] this is not a problem," he said.

[I think the election ban is for projects that are to be started and since the projects [for Marawi rehab] are ongoing, this is not a problem.]

Del Rosario estimated that about 75% to 80% of all the projects will be completed by March 2022.

He said about 60 to 65 projects are currently undertaken by TFBM implementing agencies of which 30 projects will be completed in December of 2021.  And starting January, February until June of 2022, all the other projects will be completed as they are now in different stages of completion. 

"Just like in the most affected area, makikita natin dun yung Marawi Museum , yung School of Living Tradition na matatapos na siya by November. Ang Grand Padian Market yung main building sa harap will be completed by December, yung sa likod naman will be completed by March. So different stages ang ating completion. Kamukha dito sa permanent shelter, by December, 90% na ang matatapos and then para matapos lahat it will spillover by 2022. I was assured by NHA that every permanent housing unit that will be constructed here within the year will be completed by the first quarter of next year," he further said.
