Comelec sets guidelines for Barangay, SK polls campaign


Islamic City of Marawi (4 October) -- With only twenty-one (21) days to go before the synchronized Barangay ang Sangguniang Kabataan (SK) elections, the Commission on Elections (COMELEC) has issued the guidelines for fair elections practices to ensure the conduct of orderly, honest, and credible polls come October 25.
Atty. Nasib Yasin, provincial elections supervisor, said the COMELEC has set October 14 to October 23 as the campaign period.
He said during this period bona fide candidates are allowed to have lawful election propaganda whether on print, television, radio or any other medium.
Yasin cited that in Section 3 of COMELEC Resolution 9043, lawful election propaganda shall include pamphlets, leaflets, cards, decals, stickers or other written or printed materials the size of which does not exceed eight and one-half inches (8 1/2 ") in width and fourteen inches (14") in length; handwritten or printed letters urging voters to vote for or, against any candidate; posters made of cloth, paper, cardboard or any other material, whether framed or posted, with an area not exceeding two feet (2') by three feet (3'); mobile units, vehicles motorcades of a11 types, whether engine or manpower driven or animal drawn, with or without sound systems or loud speakers and with or without lights; and paid advertisements in print or broadcast media subject to the requirements set forth in Republic Act 9006.
He also said that streamers at the site and on the occasion of a public meeting or rally shall not exceed three feet (3') by eight feet (8') in size and that said streamers may be displayed five (5) days before the date of the meeting or rally and shall be removed within, twenty-four (24) hours after said meeting or rally.
The provincial election supervisor further cited that candidates should post their lawful campaign materials in authorized common poster areas and public places.
Said materials can also be posted in private places provided it has the consent of the owner, he added.
Yasin likewise stressed that the posting of campaign materials in public places outside of the designated common poster areas such as streets, bridges, public structures or buildings, trees, electric posts or wires, schools, shrines, main thoroughfares and the like is prohibited by the commission.
Persons caught posting at the prohibited areas, he said, shall be liable together with the candidates and other persons who caused the posting.
